Communication and Information Technology Minister Prithbisubba Gurung has said that the attitude of political parties has not yet reached the full inclusive proportional election system.

Minister Gurung said this while addressing the launch ceremony of the books published by the National Foundation for the Upliftment of Tribal Tribes on Friday.

He said that even the neglected communities can be connected with the state system only if the country is taken to a fully proportional election system. Minister Gurung mentioned that it is necessary to create public opinion for the implementation of the rights given to tribal communities by the constitution. He mentioned that the class structure of Nepal has changed in the last 10 years and pointed out the need to reform the political and electoral system accordingly.

He said, "Why are the parties not advocating for a fully proportional election system? The mood of the parties has not reached there. If it goes to a fully proportional system, it will be the cheapest system. There is no cost to the individual. Competition between parties is also much less. Therefore, write about how to implement the rights given to tribal communities by the constitution in the country's political and electoral system. We have to create public opinion to implement the achievements. Now, the class structure of Nepal has changed within 10 years.

He says that structural transformation is necessary to bring backward and deprived communities, including tribal tribes, into the mainstream of the state. He insisted that federalism was introduced in the country because unity in diversity was not possible in the unitary governance system.
