Congress has nominated MP Ishwari Neupane as the chairman of the Parliament's State Order and Good Governance Committee, which oversees the major organs and bodies of the state.

After Congress MP Ramhari Khatiwada resigned from the post of the committee chairman due to the evasion of the 'cooling off period' provision of the Civil Bill, the process of selecting a new chairman has moved forward. Neupane, who is a single candidate with the support of Congress and UML, has been elected unopposed as the chairman on Tuesday. Before that, there was a long tug-of-war between party president and general minister Gagan Kumar Thapa and Bishwa Prakash Sharma over who should be nominated within the Congress. Based on the report of the committee formed under the leadership of MP Jeevan Pariyar to investigate the disturbance related to the 'cooling of period' included in the Civil Service Bill, Party Chairman Deuba wanted to bring Khatiwada, who resigned from the chairmanship, back to the same role.

On Tuesday morning, Deuba proposed the name of Khatiwada in the meeting of the Deputy Chairman and the General Minister. Vice-Chairman Purna Bahadur Khadka and Home Minister Ramesh Akhtar supported it, but Chief Ministers Thapa and Sharma did not agree. The Chief Minister's argument was that bringing Khatiwada in the same role after accepting moral responsibility and resigning in the case of deactivating the 'cooling off period' would cause problems in running the committee and would also cause trouble for the party . They also put forward the name of another member of the State Order and Good Governance Committee, Dilendra Badu, as an alternative to Khatiwada. However, Chairman Deuba did not want to discuss in the name of Badu.

The 27-member committee on state order and good governance has eight members including Congress vice-chairman Khadka, General Minister Thapa and Sharma, MPs Dilendra Badu, Ramhari Khatiwada, Ishwari Neupane, Hridayram Thani, and Sarita Prasai . Although Neupane is a member of the State Order and Good Governance Committee, he is the Chairman of the Parliamentary Hearing Committee. After the general ministers said no to Khatiwada, the chairman sent Khatiwada to be the chairman of the good governance committee and reached the decision to make Neupane the chairman of the state administration committee. 

When asked why the chairman of one of the committees had to resign and become the chairman of the State Order and Good Governance Committee, an official of the Congress said, "Since the main organs of the state are to be monitored and the major bills are going to collide with the state system, Chairman Deuba has searched for a person of his trust in Khatiwada's place."  

'Party chairman took Khativada's name, general ministers did not accept it . Proposed the name of Badu . However, the Chairman did not agree. There was no possibility of becoming deputy chairmen and general ministers among the eight members in the committee. Among the remaining five members, he did not trust anyone except Eishwari Neupane, said the official. There is a provision that the chairperson of the committee should be made from the members of the same committee, and although Nyupane was the chairperson of the hearing committee, she was also a member of the state order and good governance committee.

Due to the controversy within the Congress, the name of Neupane was finalized shortly before the nomination program scheduled by the secretariat at 1 pm. She said that she got information about it only after the party made a decision. "Perhaps it was decided to give this responsibility thinking that I am easy and I can coordinate with everyone," she told Kantipur, "There are many challenges." There is no way to run away from such a challenge as we have come to face a challenge ahead of this . Again, I believe that the challenge is the source of every possibility.'

Since there is a main committee that oversees important bills and major organs and agencies of the state, the top leaders are most interested in the state order and good governance committee. Top leaders of every party are members of this committee. The committee covers the issues of good governance of all ministries and agencies within its jurisdiction, while the office of the Prime Minister and the Council of Ministers, the Ministry of Home Affairs, the Ministry of Defense, the Ministry of Federal Affairs and General Administration, the Commission for Investigation of Abuse of Authority, the Public Service Commission, the Election Commission and related subjects and agencies of those agencies come under this committee.

From monitoring the work of the Prime Minister and the Minister of Home Affairs to the functioning of the major organs of state power such as the army, police, and authority, the leaders' interests are also attached to this committee. A member of the Congress says that the trend of finding people who are favorable to him to run the committee that suits his interests is not only this time, but already.

Recently, Deuba was looking for a suitable person to be the chairman of the committee because the interests of the leaders were connected from one angle or another in the authority bill, the federal civil service bill, and the police bill, which have been pending for eight months. MP Hridayram Thani considers it natural that the interests of the leaders at the top of the committee have increased as there has been an increase in the tendency to seek the gestures of the leaders in the bill.

'Firstly, the bill was advanced through the discussions of the committee. The law was made . There was no intervention of the Prime Minister. Drafted the law of the ministers so as to be charged with corruption. Committee passed . There is an example in the past that the same law has led to jail over time. Now the situation is not like that . It has become a trend that some key points in the bill should be brought with the consent of the leaders. The tendency of the leaders to seek consensus rather than in the committee has also led to the interests of the leaders towards this committee,' says Thani, 'The cooling off period in the Civil Bill caused an uproar due to lack of proper study . The bill regarding the Constitutional Council has now gone to the President and has become controversial. The pending Armed and Police Act has similar problems. The Construction Materials (Management and Regulation) Bill is surrounded by other interests. That's why the new chairman seems to have a lot of challenges to work with.'

Thani said that since the authority bill in 'coma' is still stuck in the committee, the main challenge to move it forward is in the new leadership. Although the bill was unanimously passed by the Thani-led sub-committee on January 4th, the issue of whether or not the authority will be able to investigate the decision of the Council of Ministers under the scope of policy corruption has now become the most complicated issue. Because of that, the committee is stalling the bill.

"In the police bill, there are controversial issues such as leadership level tenure, promotion criteria, efficiency and efficiency are put before seniority," he said. Due to the central mentality, the state has not got a police force yet. It seems that the main challenge is how to implement the bill when questions are being raised about federalism.'

Outgoing Chairman Khatiwada admits that working in the State Order and Good Governance Committee is a challenge because everyone is in the spotlight. He claimed to have made the committee active and alive during his tenure. ``It is my position that a cooling off period should be kept, but due to the bullying of the employees, I resigned myself showing ethics . There was nothing wrong with me . Now the decision taken by the party is acceptable to me," he said, "During my tenure, important bills like the Constitutional Council, Civil Bill, giving citizenship in the name of the mother have been passed. After discussing for a year, we have passed the bill. There was a big fight about bringing/not bringing the Civil Bill. It took a year to finish it . 50 meetings had to be held. From the prime minister to the heads of constitutional bodies, ministers, army and police chiefs were also called and discussed.

He said that the prime minister and the top leaders of every party, ministers and heads of the administrative sector will have a great interest in this committee. When coming to the committee, some ministers come on the crutches of others. Many issues come to this committee. For that, there is a committee that should be convened from the prime minister to the heads of the army, police, and the heads of the constitutional commission. Therefore, the chairman's role in the committee is big. That role is expected to be fulfilled by the new chairman.'
