A 20-member central committee was elected under the leadership of Bhandari from the 4th Congress held from 9th to 14th August 2046 . In which Madhav Kumar Nepal, Jhalnath Khanal and other leaders were elected Politburo members, KP Sharma Oli, Vamdev Gautam, Ishwar Pokharel and other leaders were elected central members. The 4th convention was held in a thatched Kathaikath house in Surreyambas Rairaini. After 34 years, the UML secretariat meeting was held in the same house on August 13, 2080, giving a glimpse of the convention. In which all central leaders of UML including UML President and current Prime Minister Oli participated.

According to locals, Bhandari's wife, former president Bidya Devi Bhandari, has also visited here many times with her family. However, the condition of this place where VVIPs keep coming is horrible. When Madan Bhandari and other leaders lived, there were not many houses here at that time. Even though the settlement has expanded, the suffering of the locals remains the same.

The residents of this settlement, which has about two dozen families, are also deprived of basic needs. The main problem here is the road . The Sarre river that flows through the middle of the settlement is the main way for the locals to get around. A few years ago, the locals collected donations and built a temporary road on Chure that can be walked on foot and by motorcycle. However, local Bharat Thapa said that the road has been blocked for a long time due to landslides. When there is a local flood that flows through the river, it becomes a situation of having to stay in the village .

There is no need for an ambulance to go to this settlement where you have to face many hardships and risks by walking or riding a bicycle or motorcycle. Lately, a black paper road is being constructed from East West Highway to Madan Mandari Highway at Jiromile. There is a truss bridge that can be used on foot and motorbikes across the Sarre river located on the road section. According to Thapa, when someone from this settlement falls seriously ill, they have to walk for half an hour and be carried to this bridge. "How many people lost their lives because they could not get treatment on time, how many were injured after falling on the road," says Thapa, "Our main problem is the road. People keep coming saying we will build it, but we were deceived."

Another big problem here is water supply. Locals are still forced to drink contaminated well water. That well also dries up when it is dry. Jamuna Sunuwar, a local, says that there is no concrete initiative from anywhere to solve the problem of drinking water, despite pleading everywhere. Even though electricity has been connected here recently, it is not decided when to go and come. ``Sometimes when it comes for one hour, it takes two hours, when there is electricity in other places, sometimes it doesn't come to us for two days,'' local Om Sunuwar said, ``For one thing, this settlement feels like a forest, even at night, we live in fear because there is no electricity.''

There is a public school in this settlement. The school is named after Bhandari himself, i.e. Madan Bhandari Smriti Madhyamik Vidyalaya . This school, which teaches up to class 10, has been running with limited manpower. The school has 9 teaching staff. Which is not enough according to the school . While former President Bhandari herself promised to come and build a dormitory in the school and develop it as a model school. Prime Minister Oli's wife Radhika Shakya, who came during the UML secretariat meeting, also promised to contribute 3 lakh rupees to the fund of the school. However, even that money has not yet come, said Rajendra Bahadur Magar, Principal of the school.

Local 75-year-old Buddhamaya Rai says that they are tired of hearing promises and promises. ``No one has any intention to develop this place, or now there is a UML government everywhere, what is stopping it from developing ?'' she says, 'It is the age to leave the world without listening to the promise, and I am worried that the life of my son and grandson will be the same .' "The ward has limited resources, we have done what we can, but here we need a big budget," he said, "if the leaders who keep coming here want, this place will be built in two months, but there was no support."
