The special convention of the Maoist Center scheduled for November will not take place. The Central Committee held in Kathmandu on the fourth week of January decided to hold a special convention in November. The Central Committee meeting after Dasai will adjourn the special convention.

The standing committee of July 23 has decided to hold a central committee meeting between Dasai and Tihar to discuss the date of the convention. As President Pushpa Kamal Dahal is not in favor of holding a convention soon, the date of the special convention will be shifted after one year .

In the 8th Congress held in January 2078, it was decided to hold a special Congress after six months after disputes over the upcoming work direction, selection of the directly elected working committee, transfer of leadership, etc. After the

decision was not held for three years, the central committee of last December decided to hold a special convention again within the next six months. Chairman Dahal is in favor of holding a regular session until next December instead of a special session.

But Deputy General Secretary Janardhan Sharma has been demanding a special convention according to the decision of the last Central Committee. In the last standing committee, he and secretary Ram Karki demanded that the special convention be held soon, but other leaders are in favor of continuing the party's political campaign.

Maoist vice-president and spokesman Agni Prasad Sapkota said that instead of a special convention, there is a discussion about going to the national convention. "Now it is being discussed that a regular national convention should be held instead of a special one," he said, "A regular convention can be held after a year." Therefore, the special convention that is supposed to be held in November will not happen.

The central committee, which is supposed to be held between Dasain and Tihar, will decide on the national convention. There is a need to intensify the political campaign after Tihar. After that, it is appropriate to go to the convention," he said.

Party leaders including deputy general secretary Janardan Sharma demanded a special convention saying that the party could not decide on a program to 'connect the people', the responsibilities of the leaders were not effective, the committees were not efficient, and the basis of the socialist revolution could not be determined.

There is a demand within the party to make a method of leadership transfer by holding a special convention, to increase the participation of youth in the committee. For that, according to the previous decision, the establishment should go to a special convention, according to the leaders of other parties.

Maoist Secretary Ram Karki said that for the reconstruction of Maoist politically, ideologically and organizationally, a special or regular convention should be held. "It is necessary to go to the congress and choose the direction of the socialist revolution and select the leadership accordingly," he said, "it will be discussed in the upcoming central committee." After the unity between Maoist and CPN, there will be some changes in the name of the party. On May 12, the Nepal National Party has joined the Maoist Center. Regarding party unification, it is mentioned in the Maoist constitution that a unity convention will be held as decided by the central committee.

"In the context of party integration, there will be a unity convention as decided by the party central committee," it is mentioned in the Maoist constitution. Based on this provision, instead of a special convention, the date of the regular convention will be set after one year .

Maoist is doing homework to unite with other Maoist elements . Dahal believes that this will balance the power struggle within the Maoists. Within the party, Deputy General Secretary Sharma is questioning the working style of President Dahal and wants to unite with other parties to bring in leaders to weaken his influence.

In the third week of May, Ganganarayan Shrestha, who fell out with Baburam Bhattarai in 2072, has been brought into the Maoist and given the post of secretary. Leader Devendra Paudel, who left with Bhattarai, returned to the Maoist center in August 2074. In the general election of 2079, he was elected from Baglung 2 and became the Minister of Education.

Pampha Bhusal, who split the party with Mohan Vaidya in June 2069, the revolutionary Maoist formed by Dev Gurung joined the Maoists in June 2073. Leaders who returned to Maoist are Bhusal Vice President, Gurung General Secretary. Ex-Maoists who have returned to Maoism have got good responsibilities . Because of this, he has been openly supporting President Dahal.

By uniting with former Maoists, Dahal wants to maintain the legacy of his original leadership for 35 years . The leaders who challenge him Mohan Vaidya, Baburam Bhattarai have left the Maoist, so there are no challengers within the party .

Leader Santosh Budhamgar said that the Central Committee of CPN, which will meet in the third week of August, will prepare a proposal on Maoist unity. "Political, ideological and organizational basis should be prepared for party unity," he said, "We will advance the proposal for party unity." After that, he wants to hold a unity convention and become the president again.

According to the provisions of the constitutional, political party law and the party constitution, which must hold a convention every five years, the Maoists will have to hold another convention in December 2083 . Therefore, Dahal is not in favor of holding a special convention immediately.

Section 54 (1) 'B' of the Political Party Act provides that if the convention is not held within five and a half years, it can be extended by 6 months by paying a fine. The Act mentions that a political party that does not hold a convention within five and a half years can be fined 50,000 for the first time and instructed to hold a convention within six months.
