The power struggle within the Bagmati Congress has become a challenge for Chief Minister Indra Bahadur Baniyan to get a vote of confidence. Baniyan, who was appointed Chief Minister on July 20 after replacing the government led by Bahadur Singh Lama, is scheduled to take the vote of confidence on Tuesday.

Lama was appointed Chief Minister a year ago according to the agreement that Congress and UML will be the leaders in Bagmati for the first two years after the Congress and UML were formed at the centre. However, after Lama was removed in the internal power struggle within the party, Baniyan was appointed as the Chief Minister for the rest of the term.

He resigned on July 18 after the Banyan-led group removed Lama as the leader of the parliamentary party. Although he was removed from the leadership of the Congress parliamentary party, he was initially reluctant to leave the chief ministership. After a motion of no confidence was registered against him in the parliamentary party, Lama, as the Chief Minister, appointed Provincial Assembly members Govind Lamsal as Ministers for Internal Affairs and Law and Maya Shrestha and Geeta Gurung as Ministers.

However, their oath was stopped when the provincial chief stayed in the capital. Later, party chairman Sher Bahadur Deuba called Lama and Baniyan, who is also the chairman of the party's state working committee, to his residence and reached an agreement. Then Lama agreed to resign. According to Lama, in the discussion held by party chairman Deuba in Rohbar, there was an agreement to continue the three ministers appointed by him but who did not take oath.

There are 14 ministries in Bagmati. Congress got 8 ministries including Chief Minister and UML got 6 ministries . UML has already sent 6 ministers to the government while Congress has sent only two ministers. Ministers from Congress are Water, Energy and Irrigation Minister Krishna Kumar Tamang and Shivraj Adhikari. The ministry of the officer is not specified . Both the bases are close .

This will make the post of Chief Minister Baniyan very difficult.

 

 

In order to get a majority in favor of Baniyan, the officials at the center including the party chairman Deuba are trying to deceive the parliamentarians who are in his favor including the then Chief Minister Lama and continue till Monday night. Kundan Kafle, a member of parliament from the Lama party, said that there has not been a positive conversation in the direction of implementing the agreement. "Efforts are being made to reconcile, discussions are going on between both parties," he said, "since the environment of trust has not been created, the agreement should be followed before taking the vote of confidence." "We have prepared to discuss and coordinate with the party chairman about the dissatisfaction," he said.
