The Election Commission has prescribed 25 points for the self-evaluation of the parties

The Election Commission has sent the draft of 'Political Party Self-Assessment Procedure, 2082' to the political parties. The parties other than Congress and UML, the first party of the parliament, are engaged in discussions on this issue.
In the draft procedure, the Election Commission has arranged for the formation of a committee under the leadership of secretary to evaluate, operate, monitor and direct political parties. The parties have objected to the fact that the evaluation committee is given the authority to conduct the parties in the process. Section 5 of the procedure has provisions for the evaluation committee. Regarding the evaluation committee, it is said, 'There will be an evaluation committee as follows to operate, supervise and direct the self-evaluation system of political parties.' In the committee chaired by the secretary, it is arranged that the commission's department heads, information technology department heads, law, rule and decision implementation department heads will be members. It has been arranged that the head of the political party management branch will be the member secretary .
The meeting of the said committee is arranged in the procedure, and the committee can invite representatives of political parties, employees and other people to the committee meeting as needed. The coordinator and members of the committee will receive the meeting allowance and lunch expenses according to the rules. In the procedures of this committee, the work, duties and rights of the parties from evaluation to operation are specified. In the procedure, it is said about the tasks, duties and rights of the committee, 'to evaluate, operate, monitor and direct the political party, to investigate or conduct an investigation regarding whether the party has done/not done its self-evaluation according to this procedure.'
Political parties will be evaluated, operated, monitored and directed by the staff of the Election Commission!
Likewise, the said committee has been given the right to recommend to the concerned commissioner with its opinion if any decision has to be taken based on the investigation. It is said that if any party requests assistance in relation to the evaluation, it will provide necessary assistance. It is the duty of the said committee to investigate the complaints and complaints related to the assessment. Based on the scores obtained by the party, it has been given the right to prepare an evaluation list, notify the political party to appoint a contact person, regularly monitor whether the party has appointed/not appointed a contact person, and give instructions to appoint a contact person immediately if the contact person has not been appointed. Within three months of the end of the financial year, the said committee will also have the right to arrange for the self-evaluation report to be submitted to the commission, and to publish the self-evaluation report.
Similarly, political parties are provided with self-evaluation indicators and periods in the procedure. It is said that the parties should appoint a contact person and update the details of the party. Similarly, arrangements have been put in place including the responsibility of the party that needs to self-assess. The Commission has set various conditions for the parties for self-evaluation. Those conditions are in 25 points . Similarly, the parties are decided on the basis of 25 indicator scales .
