CPN (Maoist Center) has decided to unite the party with Nepal Communist Party (NCP) led by Netra Vikram Chand. The Standing Committee meeting of the Maoists decided to unite with the CPN after resolving the conflict within their party.

The decision was taken by the Maoist Standing Committee meeting which started on Saturday at the party central office Parisdanda and ended on Monday. In the Central Committee held last December, Maoists decided to unite with like-minded parties including CPN. But after the process did not go ahead, the leaders started saying that the chapter of Ekta was almost closed saying that the CPN led by Chand was not interested. 

Recently, CPN General Secretary Netra Vikram Chand started discussions for greater cooperation with other constituents, and the Maoist Standing Committee decided for unity . Even if they decided to unite with the CPN, the basis for that has not been prepared. It is not easy to agree on political, ideological and organizational basis for unity between Maoist and CPN.

There is a difference between the Maoists regarding the responsibility of the CPN leader . Because there is a fierce competition between CPN General Secretary Chand's contemporary leaders Deputy General Secretary Varshman Pun and Janardhan Sharma. Maoist leaders estimate that the danger of Chand joining the competition will increase after the union with CPN.

Maoist General Secretary Dev Gurung said that the CPN unity process will proceed according to the decision of the Standing Committee. He said that discussions for party unity with CPN and other parties have already started. "We will proceed on the basis of mutual agreement with the constituents who come together," he said, "Unity will take shape after discussing political ideas, principles, and leadership." The CPN has said that after the political, ideological and organizational base is ready, they should unite with revolutionary transformation. "We have said that there should be party unity with revolutionary transformation," said spokesperson Vishwakarma, "We want to unite the party for a progressive system based on the federal democratic republic and a political system according to it."

2081 Central Committee of CPN decided to unite with Maoist . General Secretary Netra Vikram Chand and other leaders discussed this with Maoist Chairman Pushpa Kamal Dahal, but the talks were not fruitful. Chand proposed that instead of uniting with the Maoists as a faction, it should have a separate party status. The CPN was of the view that the Maoists had delayed unity due to internal factionalism.

CPN leader Santosh Budha Magar said that although the decision made by the Maoists for party unity is positive, the suspicion has not gone away. "We requested to end the factions/sub-factions within the Maoists and make a single opinion for party unity. It is positive for the Maoist Standing Committee to take a decision for unity," he said. "It is only a theoretical and policy decision. Many stages of discussion are necessary for unity.'

After separating from Maoist in 069 June, leaders including Chand formed another Maoist party under the leadership of Mohan Vaidya. After the policy of public revolt could not be implemented, Chand separated from Vaidya and formed the Nepal Communist Party (NCP) in November 071. After that, semi-armed struggle was started and the leadership including Chand went underground .

After illegal activities, the then KP Sharma Oli government banned CPN on 075 February 28. 6 people including policemen, teachers and civilians lost their lives due to the violent activities of CPN. 12 workers of CPN died. More than 100 workers of CPN were charged with violent activities. The Oli government has lifted the ban on the CPN after promising to come to a peaceful competition. After the three-point agreement between the government and the CPN on February 21, 2017, the CPN led by Chand also participated in peaceful politics.

The central committee meeting held in Kapilvastu of CPN has started all agriculture, bush farming and business before the 'New Economic Path' policy. "The production work we follow is not only related to making the CPN self-sufficient," the decision of the CPN said, "Its long-term relationship is also related to destroying the old economic base and building a socialist type of economic relationship and giving confidence to the common citizen that prosperity can be brought through labor." Therefore, its importance should be specially understood .' 

On June 12, 2082, Ganganarayan Shrestha of the Nepal Samajwadi Party and the NEPA party united with the Maoists.

 

Madhav Nepal's desire for unity, ignored by Maoists

CPN Unified Socialist Chairman Madhav Kumar Nepal has put forward a proposal to unite with Maoist Chairman Pushpa Kamal Dahal . Samajwadi's central committee meeting held in February 2081 decided to proceed with the good governance campaign for party building and decided not to unite the party immediately with the Maoists . But the Maoists have said that President Nepal has now proposed for unity. Is there a party unity between Maoists and CPN led by Netra Vikram Chand?

Madhav Nepal has proposed party unity, said a leader close to Dahal. But within the unified socialists, there is a difference about uniting with the Maoists . General Secretary Ghanshyam Bhusal is in favor of running a political campaign for party building rather than immediate unity with the Maoists. Respected Samajwadi leader Jhalnath Khanal also says that he would be more comfortable with the UML than with the Maoists. 

Even though Nepal has proposed party unity, the Maoist Standing Committee has formally decided to unite only with CPN led by Chand. "The NCP has not decided to unite with the Socialist Party. Instead, it is said that the party can be brought to the level of unity by activating the Samajwadi Front,' said Maoist spokesperson Agni Sapkota.

Beduram Bhusal, Vice President of Integrated Samajwadi Party, said that in order to unite with the Maoists, they should first cooperate with the Samajwadi Front. "Let's intensify cooperation with the parties in the socialist front." If we cooperate, we will be able to achieve unity,'' he said.
