The role of the Home Administration is of utmost importance in the management of the transition period. The security strategy decided by the Home Administration at that time was special to ensure a safe landing in the past and to keep the recognition of the constitutional-legal state intact. The future Home Administration should also implement the established standards and exemplary security policy. For that purpose, the internal issues of the Home Administration and the role of its facilitator, the then Home Minister Om Prakash Aryal, will be reviewed here.

Generally, running the Home Administration was considered a 'hawk' in the past. As a result, when selecting the person to take on that responsibility, a character with a strong personality and a tendency to make upheavals was given the responsibility of that ministry. There are many such examples in the past. Due to our social perspective, which considers decency and modesty as a weak and corrupt personality at first glance, when searching for a character to follow/enforce the Home Administration and the law, it seems that the alleged and ancient commentary has been established that the Home Administration should be in the charge of an 'action-oriented' person who can turn the situation upside down. For those who believe in the same consciousness that destruction and construction are achieved through destruction, there is an understanding that ‘it is necessary to adopt a strategy of rigor in social security management’. However, the then Home Minister Aryal did not allow the country’s transition to be further attacked by using the rigor within decency and the strength of the firm thinking hidden within the rigor. 

Aryal’s legal background further helped in keeping the demands of the Gen-G movement and the many strategic-political profit-loss maneuvers within the demands and the activism of various self-interested groups within the limits of the constitution. When the strategy of ‘the government is not a ruler, but a facilitator’ is made the main focus of its working style, the bodies under the home administration become autonomous. The new Home Minister also needs to emulate Aryal’s working style, which has established a new standard of professionalism and the objective and practical use of the ‘chain of command’. There is a lot of debate on the issue of organizational and institutional development in our country. However, under the influence of past political interference, governance and positional arrogance, the subordinate security agencies could not give the expected results. 

Words cannot describe the contribution of our security personnel who, by shaking off the ashes, standing up, and risking their lives day and night in the role of establishing a legal state and facilitating the daily lives of the common citizen without any pressure/prejudice. Now this newly elected government must be aware - the professional morale of the security personnel, which has been barely able to protect and restore in the coming days as well, should not be burdened with the results of past unpleasant incidents in the name and pretext of any commission's recommendation.

In fact, security personnel are instruments of the state. It has now been proven that they give results according to the policies and intentions of those who run and mobilize them. The preamble to the Police Act has also defined the police as a suitable instrument of the state. As the saying goes, ‘Shrikhand for those who know and obey, Khurpa’s Bind for the foolish and arrogant ruler’, on the one hand, the same state apparatus has succeeded in holding elections in a fair and fearless environment. On the other hand, in the past, the security agencies were misused as ‘Khurpa’s Bind’ with wrong and oppressive intentions. This resulted in a huge loss of money and lives in the country. These results alone should not be ignored and the state’s worthy instruments should not be played with to take the respect of security personnel.

Therefore, the newly elected government also needs to be sensitive to the consequences of not internalizing the essence of the nature of the work of the security agencies, which are organized and in the ‘chain of command’. The country can no longer tolerate or tolerate any kind of chaos. Security is reflected in the guarantee of the common citizen. Therefore, for its smooth operation, it is necessary to continue the standards of institutional development of the security agencies established by the then Home Minister as a roadmap for organizationalization and strengthening. 

The country needs to accept the role of Aryal, who adopted the strategy of righteousness in thought and principle in work style, as a special contribution. It is challenging in itself to efficiently fulfill responsibilities that come as a coincidence. At that time, the individual himself was in a state of detachment from his responsibilities and the external situation was at the point of zero. Aryal's role in successfully returning the situation of political, constitutional emptiness and inequality from the shadow of fear to harmony was truly appreciated. The state itself will evaluate it properly and at the right time. This belief should not be taken as an unfair demand from others.
