Inclusive democracy is a new concept in the world . The aim of inclusive democracy is to break the dominance or majority of limited classes, communities and regions and provide equal participation and equal opportunities to all . To fulfill this aim, it is the responsibility of all of us to have sufficient discussion, interest, concern and concern on the mentioned issues and to be ready to practice it successfully . Inclusive democracy should not only be seen, understood and felt in practice . Inclusive democracy was proclaimed by the voices raised by those who were affected by neglectful behavior . The Constitution of Nepal, which is currently a political document, and international documents on human rights have ensured the protection and promotion of inclusive democracy .

No policy can give the expected results  without the support or participation of the general public . Therefore, citizen participation in politics is a mandatory condition . This opportunity is provided only by elections .

Election is the means of expressing the sovereign rights of citizens and the basic basis for institutionalizing democracy. It is the right of citizens to exercise their right to be governed by the representatives they choose. Since representatives are selected through elections, it is adopted as the foundation of democratic governance. Since elections are the basis of democratic government, elections are accepted as an essential condition in the state system. It is also the starting point of a new political culture for nation-building. The integrity and fairness of the electoral system is the basis for the success and sustainability of the overall political system. It is determined through elections that what kind of representative will be selected and to whom the reins of power will be handed over. The electoral system adopted by every nation is the means of confirming the legitimacy of the democratic governance system.

If there is no integrity and purity in the selection of representatives, there cannot be real representation. The extent to which an election is conducted in a free, fearless and fair environment depends on the awareness, ability to choose and impartiality of the voters. Since elections are the main basis for the people to feel their belonging in the governance system, all-round efforts are necessary to make them fearless, fair and dignified.

The Election Commission, as a constitutional body, is responsible for the overall management of elections and the fair performance of its work. The National Human Rights Commission has been monitoring the elections for the past and drawing the attention of the government, political parties and stakeholders to the issue of conducting elections in a human rights-friendly environment. The Constitution of Nepal and international documents on human rights have also made legal provisions and commitments that elections should be conducted in a free, fair and fearless manner.

There is a practice of observing elections at the national and international levels to give legitimacy to issues such as whether or not elections can be conducted in a free, fearless and fair manner. The observing bodies should observe elections in an impartial and neutral manner. The National Human Rights Commission has a mandate to monitor the activities of observers.

The National Human Rights Commission has made important recommendations from past election monitoring that political parties should conduct their activities in a dignified and tolerant manner and respect the dignity and access of all. Emphasizing the implementation of those recommendations, it has said that it plans to monitor the upcoming elections from a human rights perspective to ensure that citizens do not face obstacles in their enjoyment of human rights.

During past election monitoring, the Commission found that discontent with the activities of political parties had increased, leading to a negative attitude among citizens towards the elections themselves, and that parties were disrupting each other's election rallies, making noise under the influence of alcohol, and using children in political activities. Similarly, it seems that voters are being intimidated, threatened, vehicles are being vandalized and set on fire, they are obstructing each other during election campaigns, instead of adopting the beautiful aspects of democracy, positive and critical expressions are being replaced by abusive, hateful and uncivilized expressions. The parties have increased their unnatural expenses in election campaigns, the issue of selecting polling stations is being underestimated, election campaign materials are not being used in an environmentally friendly manner, and the citizens' expectations towards the parties have not been met positively due to the lack of interest in addressing issues such as roads, bridges, education, health and human rights that are directly related to the lives of citizens even after being appointed as ministers 15 years ago. It has been found that on the eve of elections, misinformation, disinformation and hateful expressions are being made by the parties themselves and social media becomes a medium for propaganda of these issues, which is why the general public is in danger of being confused and a fair election is being affected.

As the situation mentioned above creates an opportunity for the election to be disrupted and elements fishing in murky waters to become active, it is very important for all political parties to remain alert and aware of the mentioned issues. All political parties need to prepare to reach the people with their manifestos and clear plans. The right to choose the best option among many options lies with the people and a suitable environment should be created for all parties to openly present their plans to the people. The right to choose is vested in the people. There should be no environment where anyone can create obstacles for this.

It is very important to create a situation where voters can reach the polling station without hindrance, cast their votes secretly, and feel safe and secure. The presence of security personnel alone will not make voters feel safe. Apart from this, all political parties should not show any kind of fear, intimidation, or undue inducement to voters to vote in their favor. If the parties are able to make their manifestos public and go out to the public with their clear plans while conducting their activities, the people themselves will be able to choose the party, which will be able to guide the right direction for building the country's future.

In the context of Nepal, whose agenda the people support is more important than winning the election. In almost all political changes, the people have given the reins of governance to the parties by giving their votes. All political parties should also self-examine where, who, and how they failed to take the reins they have received and move forward. Voter education should be prioritized so that the people can also use their votes properly. Considering the situation of invalid votes, which has been seen in the past, around 7 percent, voter education should not be neglected in the relevant places in an appropriate manner.

Elections are an important celebration for citizens to exercise their political rights. For its complete success, coordinated efforts of the general public, political parties, and all stakeholders are very necessary. Let us unite not only the Election Commission but also all conscious political parties and public stakeholders from their respective places to create an environment where people can participate in this great campaign of nation building in a clean, fair and fearless manner.

Along with the development of information technology, the increasing use of social media may spread various types of misleading topics in the upcoming elections and its impact may add challenges to the situation of holding elections in a clean, fair and fearless environment. Therefore, it seems necessary for political parties to become even more sensitive, responsible and accountable in the operation and management of their party activities.
