The parties have presented their manifestos to the voters for the elections to be held on 21 Falgun. Now, the voters have the facility to examine the manifestos and choose the party and candidate that carries the agenda of their choice. Firstly, the manifesto is a useful document for voting for a party or not.

At the same time, it remains relevant to keep the parties informed about their commitment to their agenda and initiatives in the future. Therefore, the manifesto is as much a matter of concern for the party as it is a matter of concern for the voters. It is also a matter of responsibility and accountability for both parties. Parties should be committed to their agenda, and citizens should use their discretion to vote for the political party and candidate that presents the agenda that will make the country's future golden. Therefore, the relevance and importance of the manifesto are established.

The manifesto does not miss the agenda of health, education, employment, etc., which is the biggest concern of the citizens. Health seems to have been given priority in the manifesto. Parties such as the Congress, UML, NCP, Rashtriya Swayamsevak Sangh (RSS) and RPP have emphasized strengthening health insurance. The RSS has said that it will expand the health insurance program in a more robust model to ensure quality health services and access to every citizen. All the parties have said that basic health services will be free. The NCP has also announced that public health services will be completely free. The UML has announced that basic health services will not only be free, but also reliable and universal. The RPP has resolved to end the situation where ordinary citizens are deprived of basic health services and die without ever seeing the face of a hospital.

The parties also have attractive commitments towards education. They have committed to improving the quality of public education and preventing universities from becoming a center of party activities. The Congress has said that it will fulfill its commitment to invest 20 percent of the state budget in education. It has said that it will make legal provisions to ensure a transparent, accountable management structure to end party participation in universities. The RSP has promised to increase the quality by adding significant investments over the next two decades to bring about radical improvements in the quality, access and competitiveness of education.

It has said that it will free universities from being a place of party political activities. The UML has said that it will provide free pads to girls. Similarly, it has committed to providing mid-day meals to students up to 10th grade. The NCP has expressed its commitment to launch a national community school reform campaign. The parties have committed to increasing and making domestic employment dignified and making foreign employment secure. The Congress has said that it will create at least 1.5 million decent and productive jobs within the next 5 years. The UML has said that it will double employment opportunities and eliminate the compulsion to go for foreign employment.

It says that it will make job creation the central agenda of development. The Rashtriya Swayamsevak Sangh (RSS) has said that it will establish labor as a respectable human capital, not a cheap resource, and create a safe, dignified and just labor market. It has said that it will provide concessional loans to family members of Dalit and oppressed communities if they are willing to go for foreign employment.

The parties have presented their views in different areas. Some points seem practical, some are very ambitious. However, the content of the manifesto itself has not been able to stir up the society. There are two sides to this. First, the manifesto has already been established as unreadable literature. No matter what the parties write, they do not show sincerity towards implementation, so voters have not been able to arouse much interest in the contents and essence of the manifesto. That is why this time, despite some creativity, the manifesto could not create a debate.

Second, the parties initially prioritized presenting their faces rather than their party's agenda. Even after the election by nominating a candidate for the Prime Minister, the manifesto was not clear. This time, the issue of 'Who will be the Prime Minister?' was presented in an attractive slogan, but the aspect of 'Why will he be the Prime Minister?' was absent. If this person from this party had become the Prime Minister for such an agenda, the situation could have been different.

The reason why the manifesto failed to arouse interest is the same, the implementation cannot be ensured. Not only implementation, but the concerned party is not even seen taking any initiative for it. Therefore, the parties should understand that whoever wins the seat in this election, his manifesto is approved in the same proportion.

If a party wins a majority or participates in the government in any way, it must commit to fully implementing its manifesto. It must be able to communicate its progress to the voters periodically. On the other hand, even if it wins only a few seats or has to stay out of the government, it must take the initiative and be vigilant to implement the agenda it has raised through the manifesto. Only then will the justification for writing and presenting the manifesto be established.
