Another man also brought his seven-year-old daughter. He said that his mother had remarried and that his father was in India, so he wanted to send her to the city. He said that he would keep the girl's 13-year-old sister to do housework and teach his 11-year-old grandson, but he had requested that his seven-year-old granddaughter be sent to an institution.
Children have the right to grow up in family love and affection. They have the right to access basic services, facilities and freedom for physical, mental, intellectual and emotional development. It is felt that children from many remote families in Karnali do not have access to such rights.
I think it is appropriate to discuss another incident here. A woman from Sinja Rural Municipality-2, who is a four-month-old pregnant woman and a mother of three children. She went to the forest with her four-year-old daughter and a 4-month-old baby and fell from a tree. During that time, the four-month-old baby died, and she was also seriously injured. After being rescued from the forest, she was immediately taken to the Karnali Institute of Health Sciences, Jumla for treatment. Doctors said that the patient's condition was critical due to a serious head injury. However, the hospital recommended that she be taken elsewhere due to the lack of specialists and equipment. However, no one was ready to give up her seat when she was taken to the airport. Instead, they started arguing. Finally, a female employee gave up her seat and the patient was sent to Nepalgunj for further treatment. Due to the poor financial condition of the injured, money was also collected with the help of everyone. Her life was saved.
The government is the guardian of the destitute, the sad, and the helpless and disabled. The government also has the responsibility to respect, protect, and fulfill human rights. It is also the responsibility of the government to ensure the right of marginalized and at-risk groups to actively, freely and meaningfully participate in policy and decision-making processes. But the lower classes and marginalized communities have not even been able to experience humanity. They have been subjected to discrimination in society. Even though the huts of the Chhau have been demolished, the work of demolishing the Chhau huts of the mind has not been done. Due to which women's lives have been put at risk.
The government's goal is to empower people who are deprived or at risk to understand, claim and exercise their rights. But the government's programs are not being realized by the target community. The implementation of fundamental rights (education, health, food, employment, etc.) guaranteed by the Constitution of Nepal should be ensured. The state institutions (judicial bodies, National Human Rights Commission, Parliament, local governments) should be enabled to investigate cases of human rights violations and ensure access to justice. The goal is to ensure that the benefits of development reach the most disadvantaged and excluded groups. But the results have not been achieved as per the target.
The ultimate goal of good governance is human development and human well-being. This is humanity itself. If humanity is kept at the center, it will be easier to achieve the Sustainable Development Goals. Goals like zero poverty, quality education, and gender equality are focused on human rights. The principle of human rights emphasizes that good governance should not discriminate on any basis in the distribution of state services and resources. It also strengthens the inclusion of the voices of marginalized sections of society.
There have been attempts to lead people towards negativity to fulfill the momentary interests of some sections of society. Politics done in the name of religion or culture has ultimately affected society and the entire country. News of inhuman activities including discrimination, violence, atrocities, and corruption are being made public every day. Due to which, the social, economic, moral, political, cultural, educational, spiritual, health, prosperity, happiness, etc. of the family, society, nation and the world are being negatively affected. For a quality human life, it is necessary to teach rights as well as duties. Through this, the humanity that is disappearing can be found. It is necessary for the stakeholders to pay attention to creating an environment that implements human religions such as honesty, morality, discipline and respect for others, kindness, love, compassion etc.
