The closer the organs of the state are to the citizens, the more the citizens' attachment to the state increases. Because, in such a situation, citizens can easily get the services and facilities they need from the state. They can put forward their demands to the government for development work and observe its process.

They can easily express their complaints about the functioning of the state. They can exert pressure individually and collectively as needed. The federal structure of Nepal has been designed in a way that turns the state towards the citizens. The aim is to reduce the great misunderstanding created by the great distance between the state and the citizens that has existed for centuries.

The way in which the government closest to the citizens – the local government – ​​is working among the three levels of government is perceived to be addressing the intentions set out in the exercise of federalism. This is not to divide the state and the citizens on the basis of separate concepts, but to develop a culture of moving forward hand in hand.

Before the first local level election in 2074 Baisakh, the slogan that came into the news was – Singha Durbar in the villages. That is, the citizens will get the services they need from the government center, Singha Durbar, in their own villages. The plans prepared in the rooms of Singha Durbar will be prepared in the villages and the citizens will also be involved in it. They will be citizen-friendly plans.

The government of a centralized state will see the problems of the citizens that it cannot see and will implement plans to solve them. This understanding and expectation of the citizens has been fulfilled to a large extent. It is not that all local levels have made equal efforts in all areas and achieved success, but there are many references where local governments are linked to the happiness and sorrows of the citizens.

During the Covid pandemic, local governments were seen to be active in everything from keeping citizens in quarantine to making food and drink arrangements. That was the first time that the role of local governments was realized and appreciated. Before and after that, the initiative of local governments in exercising the rights granted by the constitution has been meaningful.

Kathmandu Metropolitan City has succeeded in providing scholarships to 3,801 children in grade 11 and 19,306 children in grades 1 to 10. This has benefited the talented, poor, women, Dalits, indigenous peoples and students with disabilities. Currently, 17 children are receiving services from the ‘Metropolitan Autism Service Center’ launched by Biratnagar Metropolitan City.

With the aim of exchanging experience and knowledge as well as respecting senior citizens, Rampur Municipality has launched a Senior Citizen School. Dordi Rural Municipality has provided 50 percent subsidy on seeds and mulching materials to farmers cultivating Akbare chillies, which has increased the farmers' financial security along with production. Dhangadhi Sub-metropolitan City has not only become cleaner since it launched 'Our Dhangadhi, Clean Dhangadhi', but has also started earning about Rs 8 million annually.

Similarly, Tilottama Municipality has established itself as a good local government internationally with the quality of service delivery provided to citizens. The number of commercial farmers has increased after Narharinath and Shubhakalika Rural Municipalities of Kalikot started providing 'Gothalo Bhatta' to encourage farmers who raise livestock.

Thori Rural Municipality has been able to become the best in the province in the performance evaluation conducted by the National Natural Resources and Finance Commission in 2081/082 due to its exemplary work in the education and health sectors. Aathbis Municipality is providing financial assistance to students to become doctors and is also providing scholarships to HAs and staff nurses.

Bharatpur Metropolitan City provides subsidies to dairy farmers, which has boosted the morale of farmers. Due to the market run by Aanbukhaireni Rural Municipality, farmers have started earning money by selling their produce through the market. The ‘Maya Dharane’ turmeric industry started in Dharan Sub-metropolitan City has given a new direction to the income, entrepreneurship and employment of farmers.

Schedule-8 of the Constitution of Nepal lists the sole powers of the local level. These include management of local services, local-level development projects and projects, basic and secondary education, basic health and sanitation, local market management, irrigation, distribution of real estate titles, agriculture and animal husbandry, agricultural production management, animal health.

Similarly, management of senior citizens, people with disabilities and the disabled, drinking water, disaster management, preservation and development of language, culture and fine arts. Most of the local levels are trying to identify their jurisdiction and work towards results. Citizens have benefited from this. It has also increased leadership skills and courage. Kathmandu Metropolitan City Mayor Balendra Shah's move into mainstream politics with the goal of becoming the Prime Minister is an example.

Even though three-tier federalism has been adopted, the federal government seems to have failed to fulfill the expectations and dreams of the citizens. It is falling into instability and inertia. The provincial government has also not been able to be very effective due to the federal government's non-cooperation, internal confusion, and party disputes. In such a situation, it is not an exaggeration to say that the local level is saving the reputation of federalism.

Over time, the local level has been realizing its rights and capabilities, and has also been achieving maturity. Being a directly elected government, it has courage, and the constitution has also given it rights. It has become a situation where citizens can easily benefit from it. In some tasks that the federal government has not been able to complete for years, the local government has also succeeded through ordinary efforts. Therefore, local government is also a combination of rights and determination.
