As challenging as it is to achieve success in a movement, it is equally challenging to continue moving forward in accordance with the spirit and spirit of the movement.

 

Even minor weaknesses raise questions about the entire movement and make it bear the brunt of the criticism. Therefore, it is inevitable for the supporters of the movement to be very careful and take cautious steps. Some references after the Bhadau movement have given the impression that the Gen-G community is failing to adopt such caution. The promotion or removal of Bhoj Bikram Thapa as one of the signatories of the ten-point agreement between the government and the Gen-G last Wednesday is one such reference. Thapa is a person involved in the corruption case related to the Melamchi Water Supply Project. The signing of the agreement by a person like Thapa on behalf of the Gen-G, which had made an attempt to legitimize the success of the movement seeking good governance, has blurred the essence and spirit of the movement itself.

Behind people joining the movement, there are some immediate events. Which act as a catalyst at the time. However, there are many series of events in the background that are creating dissatisfaction and anger. The reason why countless youth took to the streets in the Gen-G movement called for Bhadra 23 and received support from various sectors was the ban on social media. In the background, there was dissatisfaction and anger among the common people due to corruption, nepotism, slowness, misgovernment, unemployment, lack of accountability, government arrogance, and impunity. The Gen-G who took to the streets on Bhadra 23 opposed the ban on social media and advocated for good governance. But can Thapa, who signed the agreement, carry the essence of the movement? Of course not. There is a contradiction between the slogans raised by Gen-G on the streets on Bhadra 23 and the signature Thapa made at Singha Durbar on Mangsir 24.

The Commission for the Investigation of Abuse of Authority had filed a case in a special court on February 21, 2001, alleging corruption in the construction of the ‘headworks’ and tunnels of the Melamchi Drinking Water Project, making 15 individuals, including four former secretaries, and three companies defendants. At the same time, the then Deputy Executive Director (Construction Site) of the Melamchi Drinking Water Development Committee, Bhoj Bikram Thapa, was also made a defendant. He retired from the position of Deputy Secretary of the Ministry of Drinking Water and Urban Development. However, the special court had acquitted Thapa and some others. The Authority has appealed the decision, calling it flawed. Now he is an accused in the Melamchi case. And, the agreement signed by him has now been approved by the Council of Ministers and published in the Gazette. This has weakened the moral foundation of the agreement. Because, someone who is himself involved in the corruption case cannot bear the burden of an agreement that carries the aspirations and guidance of good governance.

Thapa is said to be a relative of Ishwat Bahadur Adhikari, who was shot dead by police in New Baneshwor on 23 Bhadra during the Gen-G movement. He had said that Ishwat was under his protection. According to his family, Thapa is Ishwat's uncle. He himself has refrained from talking about this issue. Thapa had formed the 'Gen-G Movement Martyr Family Struggle Committee' under his own leadership to demand relief/compensation for the families of those who lost their lives in the Gen-G movement and action against the culprits. On 23 Ashoja, the Struggle Committee held a press conference in Kathmandu and demanded that 3 ministries be secured for the martyrs' families. Accordingly, a proposal was submitted to the Prime Minister's Office by the Struggle Committee to make Thapa the Minister of Water Supply. However, it was not registered. Similarly, an NGO called 'Gen-G Martyr Welfare Family' has also been registered under Thapa's leadership, claiming to do social work in the name of the Gen-G martyrs.

At this time, questions have been raised about Thapa's family relationship with martyr Ishwat, and the reason why he should represent Ishwat's family. Since he has taken the initiative to do everything from putting himself forward to become a minister to signing the Gen-G agreement with the government, interest has also been expressed in him. There have also been suspicions as to whether his activism is natural or motivated by ulterior motives. In the past, there have been many examples of people who have been more active in various incidents and cases becoming suspicious over time, so the common people have started keeping an eye on him. Since Thapa himself has become a public figure, any questions, suspicions and concerns about him should be clarified. The word transparency has been used in three places in the 10-point agreement, and the title of one of the main points is transparency. The person signing such an agreement should make the questions and suspicions about him transparent.

Thapa himself does not belong to the Gen-G age group, and it is not clear whether he directly represents the Gen-G martyr family. But he has been forming organizations like the 'Gen-G Andolan Shahid Parivar Sangharsh Samiti' or 'Gen-G Martyr Welfare Family'. He tried to become a minister and even signed the ten-point agreement. It is strange that he, who is involved in a corruption case and whose representation of the martyr family is unclear, carries the legacy of the Gen-G movement or represents the essence and spirit of the movement. In the current situation, his activism and involvement raises questions about the purity of the Gen-G movement itself. Therefore, all Gen-Gs who are committed to the essence and spirit of the movement should be careful about who is trying to rise above their movement.
