An individual, an organization, or a nation has its own sovereignty and it is inherent in itself or in itself. However, sometimes the sovereignty of an individual is secondary or subordinate to the organization or nation. A citizen is secondary to the country, a member to the organization. This applies to all areas, including politics.

In a multi-party system, the political party is always the main one, and the members are secondary. However, the party stands on the foundation of the strength, contribution, determination, and loyalty of the members. Therefore, the leader cannot be supreme and the members are secondary. The leader is also a member of the party, only the role is up and down. Therefore, the sovereignty of each member is vested in himself. Since only the entire party or organization is supreme, here no one can be subordinate to anyone, no one can be an owner and no one can be a worker. It is especially important in a democratic party to have direct and effective practice of this belief. Wherever honest practice has taken place around the world, the democratic system has taken root. Where honest practice has not taken place, the citizens have suffered. We Nepalis are still suffering from this suffering. This is also the main problem of the present. This is also the reason why leader-dominated systems are being run in the name of democracy in backward countries like ours.

Majority's petition 

Now let's discuss a little, in the context of the Congress general convention members submitting a petition to the Central Working Committee to convene a special general convention on Asoj 29. Since the beginning of this year, Congress members had been emphasizing the need for a timely general convention. However, the party's high-level did not seem serious about this issue. It acted as if it had not heard or was unaware. This made the party leaders and workers frustrated and stressed. During this period, the situation in the country gradually deteriorated and eventually the parties lost control of power. This can also be considered a loss of public trust. Why did such a situation arise? What is the reason for this? Who is responsible for this? And, how to move forward now? It is a historical necessity to analyze it objectively and reach a logical conclusion.

Moreover, it is inevitable for a democratic party like Congress, which the people have repeatedly trusted. Therefore, the majority of the members of the Nepali Congress, being non-partisan, have submitted a written request to the Central Committee to organize the regular 15th General Convention, or a special general convention, by mid-Mansir, as soon as possible, considering the latest political situation in the country. This is a facility or privilege provided to the members of the General Convention by the party statute and it is also inviolable. The prerogative of the Central Committee to call a special general convention in the unusual circumstances prevailing in the country is being reserved.

Delay in the meeting 

The central meeting of the Congress, which began on Asoj 26 last year, has been postponed until Kartik 13, more than a month after the Gen-G movement brought turmoil to the country. It is an established tradition and it was natural to suspend the party's activities in mourning the death of old central leader Hrishikesh Gautam. However, considering the situation in the country, postponing the meeting for such a long time was not advisable. On the one hand, this measures how serious we are about the changing political situation, while on the other hand, it gives the impression that the legitimate demand for a special general convention or the strong pressure raised within the party is being ignored or sidelined. Therefore, not only the party leadership, but also all other political parties and the conscious democratic world are closely watching the activities of the Congress.

The saddest thing is that the leaders who have been decisive in the operation of the party for many years are hostilely abusing their own friends who are demanding a general convention within the party meetings and in the public media. This has badly shaken the foundation. This is not befitting a liberal democratic party like the Congress. The main thing is that Congress politics is not just a factional fight, but also the fulfillment of duty towards the country and the people.

Why is there a need for a general convention?

For the past few years, the internal activities of the Nepali Congress have been going on in an ad hoc manner. It seems that the party leadership is only looking for temporary solutions in the decisions made at every turn of time. This has started to corrode the militant nature of the party members and the entire organization, i.e., the ‘militancy’. The proof of this is the party’s sister organizations, especially the Nepali Sangh and Tarun Dal, whose ground has finally been snatched or ‘occupied’ by the Gen-G movement. What could be a more shameful situation for the Congress and other political parties? Can the inaction of the past be covered up by gathering a few ready-made people and jumping around an ‘outdated’ leader? Fortunately, the Congress has preserved its honor at least a little by not doing so publicly.

However, the internal politics within the party seem very ugly and disgusting. Hasn’t the day come when one indulges in vested interests by tearing down one’s own party and the entire country? In which democratic country does one not have to leave the party and the state’s position no matter how many times one messes up? Is this a democratic tendency or character? The country and the people have sought a suitable and appropriate answer to this. 

The Congress party, which is considered the principal or teacher of the democratic university or gurukul, and its leadership have also paved the way for the general convention by appointing an acting leader. Now our test has begun. When the elderly leader who has led for a long time leaves the way, the world is watching whether the leadership group that we consider energetic can keep the party united in the special circumstances of the country and move forward. History and the new generation will keep a clear account of this. When countless questions have been raised against them, the UML leadership has changed the party statute and removed the age limit. This has exposed the authoritarian character of the UML leadership that says 'I am my alternative'. The Maoist Center has been running for almost three and a half decades under the leadership of Pushpa Kamal Dahal. Even after the sting of the special general convention in Mangsir, there is no possibility of Dahal, who has become the coordinator himself by disbanding the central committee, leaving the leadership. People assume that Dahal will not give up leadership even if the party reaches the abyss. Their principles have not taught them to give up their positions. The main religion of the Dahals is to achieve as much as possible by using any means or means.

What will other political parties do? That is a separate issue. The Congress must hold its general convention by mid-Mansir and give a concrete and constructive message to the entire country and the democratic world. The next general convention must not only elect the central committee, but also conduct a comprehensive and objective analysis of our political journey to date. We must be proud of the political achievements achieved so far and accept the shortcomings and mistakes made without hesitation. We should not try to hide the mistakes that the people have directly seen and the suffering they have suffered because of them. We are 80 years old. An organization of this age should not hesitate to 'realize' its mistakes. It cannot be said that it was not done by us. Unimaginable political changes have taken place in the country through such a fierce Gen-G movement. Many issues and demands have come to the surface. How to address this? The country's largest and most democratic party to date (and probably tomorrow too) should hold in-depth discussions and extensive preparations from today.

What will be our domestic and foreign policy from now on, structural reforms of the party and amendments to the statute for this, through which it is necessary to ensure an attractive place and role for the new generation, and prepare a clear roadmap for our future. How to break the frustration, tension, and confusion spread among the party's leaders and workers? The only way to do this is through a general convention. Whether the general convention is the 15th or a special one, it must be held within Mangsir, but it cannot be done. And, we can do this.

Even if you open the door of a bird kept in a cage for a long time, it cannot fly away or go away, it keeps circling around the owner who imprisoned it because it has forgotten to know its power and live freely. Even if the cattle that have been tied to a fence for years are opened, they do not try to run, they keep circling around the owner. Have we Nepalis and especially the members of political parties become slaves of people? Have we stopped thinking like humans?

Almost four decades have passed since the restoration of the multi-party system in Nepal, that is, in our country. During this period, apart from the normal development work, the reputation, self-respect and self-respect of the entire country could not be maintained. It is not a simple irony that the new generation does not see a future in its own country. It cannot be just a domestic/foreign conspiracy that every ten/fifteen years, all Nepalis should come out on the streets in large numbers in despair and take hot bullets. This is sheer inaction, incompetence and irresponsibility on our part. There is no acknowledgement of this yet. It should not be normalized.

Nepal has endured more than a century of worldly rule. Seven decades ago, we liberated the Nepalis from the tyranny of the Rana regime and transformed them into citizens, which does not need to be tested again. Therefore, now the majority of the leaders and workers of the Nepali Congress have agreed to move forward from the status quo and have taken the initiative to reorganize the party for the revival and transformation of the organization. The main question now is whether we are politically healthy. And, how to treat it? The correct treatment for this is to gather together at the highest legal venue of the party and find a suitable solution.

In this context, it is not appropriate to have disputes within the party. When the party and the country are in crisis, there is no alternative to consulting at home. This is also a kind of atonement meeting, from which we will wake up renewed and energetic, come to our senses from unconsciousness, and the shackles of patriotism will be broken forever.

Last chance to improve, otherwise we will perish

The laws of nature are eternal, that is, irrevocable and eternal, which can be very costly if violated. Generally, no one thinks like this and he follows every rule faithfully. It flows and moves at its own pace and rhythm. Man is a beautiful product of nature and is a kind of ornament. Because of man, nature has appeared tempting and sometimes even scary. And, the creative and exploratory mind of man keeps imagining how to make it more beautiful, however, terrible infections keep coming. 

A particular country, which is an integral part of nature, is also a product of the human mind. It was created by leading people with high consciousness or ambition. Both individual and collective interests are inherent in it, due to which there are ups and downs here from time to time. Methods and systems of governance have been formed over time. Various governance systems and political parties are a co-product of this. Parties are legislative institutions. They are not the sphere of influence of a particular party leader or a particular faction. Therefore, they should be run methodically. Arrogance, madness and baseless ambition are the main enemies of the democratic system of governance. Such characters are often expressed through parties. Such tendencies are seen all over the world. Wherever they are seen, there are big accidents. We too could not be an exception. Should we learn from this or not? 

After such a big lesson, destiny has given us the last chance to improve. Let us be careful of this, otherwise we will be buried in the edifice of distortions that we have created ourselves and its terrible ruins. No incarnation, ideology, science or technology will be able to excavate us.
