Remove the confusion and lead the country to the elections

It is the responsibility of the parties to protect and further institutionalize the federal democratic republic. That obligation is fulfilled only by using the opportunity of election. At the same time, only through elections can the democratic system, which is now in turmoil, get back on track. Now many political suspicions will end.

In order to institutionalize the demands and achievements of the Gen-G movement, not only the government and the Election Commission, but also the existing and new parties to be registered, the cooperation, participation and activism of all are indispensable. The government has introduced a liberal legal provision to register names in the electoral roll through an ordinance. The commission has also announced the election program.

The joint meeting of the government and the commission has said that the election will be held on the scheduled date and that no effort will be spared in its preparation. As much as legal and technical preparations are necessary for elections, political atmosphere and preparations are even more necessary.

The main players of elections in a democracy are political parties and candidates. It is only after their activism that the voter election is touched. Increases interest. The political atmosphere heats up. However, the old political parties seem to be confused, while the process of registering new parties has not been accelerated. Policy should be taken by all concerned to quickly end this confusion and lead to elections.

According to the 'mandate' of the Gen-G movement, the House of Representatives has been dissolved to elect new representatives. The untimely end of the House of Representatives, the highest representative body of the people, formed for five years, is never pleasant. But when the mandate expressed through elections is misused, such a challenge must be faced, it may not be an interesting topic, but there is no alternative. In the past, the House of Representatives was dissolved not because of the people's demands, but because of disputes within the party.

In 2051, due to disputes within the ruling Congress, the House of Representatives was dissolved and mid-term elections were held. Early elections were held in 2056. Sometimes the life of the 'Parliament' is also extended, the dissolved Parliament is also re-established. After the dissolution of the Parliament in 2059, even though the political course had gone too far, the people brought back the Parliament through the movement. Likewise, the House of Representatives, which was dissolved in 2052, 2077 and 2078, was revived after the order of the Supreme Court.

After the 2064 election, the life of the Constituent Assembly (which also played the role of the legislature) was extended twice. In 2017, after King Mahendra's 'coup', parliament and the multi-party system were hijacked for three decades. The conclusion given by many references in this history is that there is no fixed criteria for dissolution and restoration of parliament, it is determined by the political situation and popular demand. The current situation is also another specific event in history.

In the disbanded House of Representatives, who were the aggressors, Jen-G has gone on the defensive after the movement. This was natural because corruption, irregularity and misrule had rooted them out. The suppression of the Gen-G movement on 23 August and the looting, vandalism and arson on 24 August are yet to be thoroughly investigated and investigated. To establish the rule of law in the country, those responsible for the events of both days should be held accountable.

That alone will ease the election environment. The Election Commission has called political parties to discuss the election on 30 October. The parties have to say their concerns there. The Commission will naturally try to provide information on technical and managerial preparations and ensure free and fair elections. However, the main issue is peace and security and all-party participation. For that, priority should be taken from the government.

The government has been formed under special circumstances with the involvement of unelected people under the leadership of former Chief Justice Karki. But this sensitive transition period should not last long. An elected government should replace the government formed in abnormal circumstances as soon as possible. Otherwise, the country will fall into political and constitutional complications.

Such a possibility should be understood by the parties. The parties going to the election with what kind of policy and what kind of leader will think, the people will also take their decision through voting. But fearless and all-round acceptance should be ensured to prevent the country from going towards complications. For that, the government should be active. The parties must give a commitment to participate in the elections. Institutional decision should be taken. In the situation after the

movement, the parties also supported President Ramchandra Paudel's efforts to find a way out of the constitutional framework. The President appointed Karki as the Prime Minister on the recommendation of the then Acting Prime Minister KP Sharma Oli. Other parties supported the President. Therefore, the representation and mandate of the current government has indirectly progressed with the acceptance of the parties. That is why they will not be able to run away from the election.

It is the responsibility of the parties to protect and further institutionalize the federal democratic republic. That obligation is fulfilled only by using the opportunity of election. At the same time, only through elections can the democratic system, which is now in turmoil, get back on track. Now many political suspicions will also end .
