Prime Minister Sushila Karki has clarified the boundaries and direction of the government's work for 6 months in her address to the nation on October 9, almost two weeks after assuming the leadership of the government in a very difficult situation of the country. speech, I am a bit in awe. It also gives the impression that the purpose of the Gen-G movement is going to be limited to the mid-term elections of the House of Representatives. It is not my intention to exaggerate the situation, but being a scholar of politics, it is my duty to analyze the political dimensions attached to it. Election agendas vary from party to party and group to group. That is also natural. The way to prioritize them is opened through voting. However, there are a few things to consider for all concerned in this regard.

Creating a political environment

In a democracy, the general election is an important national political festival. Enthusiastic participation of all political parties and citizens is expected. It not only determines the direction of national politics, but also draws the path of governance, development and improvement of the country for the coming period. Moreover, this election is a product of a special political situation.

This time it can be assumed that there will be a significant participation of new young voters. It should be able to channel the aspirations and dreams of gen-ji (young people) into a new political path. Therefore, in order to create an environment for elections, one should first consider the background of youth initiatives, bloody sacrifices and aspirations. Otherwise, this election will be reduced to the technicality of an exercise like mid-term parliamentary elections. Old trends, corruption and corruption will flourish. The youth, who are considered to be the backbone of the country, will remain angry and frustrated. Sometimes it can be explosive.

Elections are getting closer every day, we don't have the facility to waste time. The first responsibility of the government is to create the political environment for elections. The kind of vandalism, arson and destruction that took place in the country during the Gen-G movement has not only caused physical damage to the security apparatus but also seriously affected its morale. The work of increasing the morale of the security apparatus, restoration of physical strength, etc. should be carried out with more priority in the context of elections. The role of Gen-G actors is also important to ensure a peace and security environment.

This election is the result of their movement. The responsibility of making the future destination credible and maintaining the dignity of this election is on their shoulders. It is the government's job to arrest yesterday's responsible officials and stop their activities through fair investigation and sufficient legal grounds. Gen-G actors can continue internal pressure to do so. But for that reason the gherao and demonstration is not expected now. It spoils the election atmosphere.

If the scheduled elections are not completed, the Gen-G movement will prove to be a hoarder. The country will be pushed into more political vacuum and crisis. This government can also be justified. Corruption-free politics, good governance, stability, which is the expectation of Gen-G movement, is also blurred. 

What is Jen-G's political roadmap?

To find a way forward, it is first necessary to be clear about the political nature and purpose of the Zen-G movement. It determines tomorrow's direction ie destination. In simple terms, the main objective of this movement was good governance. The slogans seen on the streets were only against the ban on social media, corruption and corruption.

The prime minister and ministers of this government cannot give the movement the expected political direction, it cannot become another political destination apart from the election.

If the agenda does not specify the political path or if there is unnecessary delay, the movement will end and the influence on the people will also decrease.

10 years after the constitution, the issue of direct election of the chief executive has been brought into the limelight again by the Gen-G movement. The political structure of the directly elected executive should also be clear about who will be the president or the prime minister. Both these options were debated during the constitution making.

Presidential system is also considered very risky in a country like ours. Another option is to directly elect the Prime Minister, retaining the President as it is now. Being directly elected by the people, the Prime Minister does not have to depend on the House of Representatives for his tenure and no no-confidence motion against him. But if he commits a serious mistake, the parliament can pass an impeachment motion against him and remove him. 

Government programs and budgets must be approved by Parliament. He is accountable to both Parliament and the people. But with the impending election of the House of Representatives, the election of the Chief Executive is not possible. Apart from the constitutional and political difficulties, it is necessary to deliberate on the totality of the constitutional amendment package that it calls for. At that time, more arrangements for balance and control should be made in the current structure and powers of the legislature and the judiciary. It is necessary to conduct the upcoming elections in a way that Gen-G will search for that possibility and take initiative. It also prepares public opinion for expected amendments and modifications to the constitution.

The responsibility of political parties

The Zen-G movement has especially affected Congress, UML and Maoist parties, which were said to be the main ones yesterday. Congress-UM fell to power, the top leadership of these parties, including Maoists, RSVP, and JSP, who were out of power, became the target of public anger. Nemkipa is like a fortress in Bhaktapur, there was no need to express anger against him. Almost all the parties in parliament, except the RPP, had to be vandalized in one way or another. Attacks from Wards to Parliament Buildings and on Singha Durbar, commercial establishments, etc. are also seen to be well planned. In the leader of these parties, the mentality of the injured and defense is more visible than taking a political break. 

There is also a tendency to say why they want the constitution and democracy if it is not what they say it is. However, these parties are now under pressure for leadership change and internal reforms. The opinion that these old faces cannot be carried in the election, the party itself will end, has become widespread within the party. If the current leadership tries to stop it, the internal rebellion will intensify and become decisive. In this election, these parties have come to the option of ending the party along with the leader or rebuilding the party with a new and clean leadership to protect its reputation among the people.

Congress, UML, Maoists were very unpopular because of their leadership even before the Zen-ji movement. It could be seen clearly that their base was being eroded more and more. The National Independent Party was extending its support to the masses. After this movement, that party also seems to have collapsed. The dispute within the party is increasing because of the chairman Ravi Lamichhane. Sumana Shrestha, who created a combative image in the party, has left. However, the participation and cooperation of all these parties is necessary to make the election meaningful and smooth. By excluding them, the election environment will not be created. 

Congress, Communist Party in particular have carried history as carriers of epochal changes. Their base is also very wide. They may have become unpopular because of the leader, but it is not the case that they will disappear from the society. Zen-G has not been organized as an alternative to this. The possibility of new competitors is visible. If these parties can be presented with new and clean leadership, plenty of young candidates, there will be a good election competition.

It is also the common responsibility of these parties to reactivate the constitutional system through scheduled elections. movement, whether on public transport or walking on the streets, I have found hope among Gen-G youths that politics will change, the series of unstable governments will end, and the country will move into a new direction.
