The tenth day of the Constitution of Nepal, which was passed by the Constituent Assembly to fulfill the aspirations of sustainable peace, good governance, development and prosperity through a democratic republican governance system, could not be more enthusiastic. When making a list of the features of the constitution, it is said that the constitution prescribes the duties of citizens. Article 48 of the Constitution states that the fourth point of duty of citizens is to protect and preserve public property.

If the duties of citizens were implemented based on what is written in the constitution, there would not be vandalism and arson of public property worth billions of rupees. Regarding the implementation of the law on the duties of citizens, the important question is how much civic education has been promoted for citizen awareness and what efforts have been made to explain the civic duties. The answer to this question is whether this destruction was caused only by not understanding the civic duty. 

The recent Gen-G movement saw vandalism, arson and attacks targeting not only public property but also private industries, media houses and entrepreneurs. Disgust and anger towards the government rather than the government has reached a state where the security agencies of the state cannot control it. Dozens of young people lost their lives.

The media, the vandalism and fire in industrial and commercial buildings and hotels can only be guessed at, but the real facts are much more complex. Many unanswered questions have been created when the main administrative center of the country and the Singha Durbar, which is considered the most secure, have not been secured. 

A large number of adults were also seen participating in vandalism and arson in the name of Gen-G movement. Leaders, artists, YouTubers, and Ticketkar are involved in the scenes on the network. The gen-ji movement started against corruption, misrule and lawlessness and the violent vandalism and arson of public and private property cannot be understood as one. 

What is security and protection of public property? Practical knowledge of why every citizen should protect and protect it has not been given enough through our education system. How is the labor of citizens involved in the construction of public institutions? What are the fees and revenues for government services spent on? What is the method of spending it? How is every citizen's tax used on public property created by the state? We have not been able to explain and teach such subjects.

We are not able to pay special attention to such issues related to civic awareness and education. While sharing the dream of prosperity, we have not given the basic information to the students about how the issues of income, employment, per capita income, trade deficit, import and export are connected with the development of the country. We have not explained the issue related to the direct employment of citizens when arson and vandalism in commercial complexes, industries, factories, media houses.

Civic education is limited to voter education during elections. It may also be a question of who is responsible for civic education. Schools and universities are responsible for providing such education through formal education. Informally, other bodies such as households, society, and media also play an equally important role. It is not that there are no subjects of civic education in the curriculum of school education, but the content that is present is limited to the level of informing facts. Teaching learning is theoretical. The themes are superficial.

For classes 6 to 8 of the basic level, social studies and human values ​​education subjects such as respect for the nation, building nationalism and protection of national heritages, awareness of civil rights and duties are kept as competencies. Many of these subjects are taught from class 6 to 12 at the school level and the ability to develop good civic sense by the end of class 12 is specified. It is sometimes discussed that moral education should be taught as another subject, especially moral behavior is not something that can be developed by teaching a separate subject, it should be added to every day in the educational institution. 

A lot of moral education can be given through the behaviors displayed by the family and society. Theoretically, the subject taught in the lesson is not the only thing that makes a person moral and ethical, it is a subject that should be demonstrated by all aspects of the society. The behaviors of our political parties and leaders in the past have been displayed at this time. Such vandalism and arson were used in almost all protests. In this sense, this action that happened this time can be said to have increased the old learning. Rather than blaming now, it is important to be aware that this does not happen in the future. 

We are very backward and weak in basic matters such as not littering, crossing the road only from designated places, obeying traffic lights, waiting for a turn in public places, giving priority to senior citizens, disabled people, pregnant women and children. The foundation of a civilized society is civil rights and awareness, its practical application and also civil responsibility towards the state.

Literacy percentage reached 76 when making progress data, what level of literacy is that? The question of how much it has created a sense of civic duty and whether it is sufficient for the exercise of discretionary suffrage remains unanswered. Formal education alone is not enough for this. Every agency of the state must be accountable and transparent to the citizens. The ideal behavior of political parties is citizen expectation. Households, society, and the media also play a role in this. 

Citizen's freedom of speech is the most beautiful aspect of democracy, but in the case of using that freedom, activities that damage public property, damage personal property, etc. are not beautiful. Government property is almost always the target of protests. Vandalism of public property is established as the method of all protests. 

There is a need for a legal arrangement so that no movement can be made by violence and destruction, damage to public property, damage to personal property and such actions are punishable. In addition to this, it is necessary to modify the content of formal education in civic education, duties and responsibilities, and emphasize on effective teaching and learning and behavioral and attitude aspects.
