It is necessary to make the election special under special circumstances

Taking all aspects into account, now the government should focus on the main responsibility of conducting elections in a fair and free environment on the announced date. It is the House of Representatives elections that will bring the unusual political situation on track. The main responsibility of leading the entire country to the elections is also the responsibility of the government.

President Ramchandra Paudel gave a clear mandate when appointing former Chief Justice Sushila Karki as Prime Minister on the foundation of Gen-G movement - the election of the House of Representatives within 6 months. When the constitution is tampered with and the House of Representatives is also dissolved, it is very important to hold elections on the appointed time, i.e. 21 February.

Only after this, it can be believed that a people's representative organization as sought by Gen-G will be formed and the country will also return to the original path of constitutionalism and politics. However, the Election Commission has already published the election schedule. Earlier, the government has also amended the law through an ordinance to provide an opportunity for voter registration. With all these backgrounds, it is certain that the country will be in the mood for elections in the coming days. This is not a regular election, everyone needs to make the election special.

The issue that the government and the Election Commission should take care of to make the election special is the number of young voters and the representation of youth in the dissolved parliament. 52 percent of Nepal's total voters are in the age group of 18 to 40 years. The majority of the population and voters of the youth are represented in the Parliament, the place where the country is governed, guided and policy is formed. Our policy is the problem. Only people who have reached the age of 25 can run for the House of Representatives. In the 275-member House of Representatives, the number of young MPs under the age of 40 was 11 percent, i.e. only 30. Even in provincial assemblies, the presence of youth is only 20 percent.

Our electoral system, methodology and representation have not been youth-centric. That is, it is clear that the structure of the society's population and the thought system it carries is on the one hand, and the structure of the people's representative organization and its activities on the other. That's why a large number of the society could not adopt towards the Parliament. Now the Parliament should make a position to assimilate the population pattern. As politics and leadership lead the country, efforts to control unannounced measures should be reconsidered to prevent the presence of youth in public representative institutions. It is not possible to change the constitutional system immediately, but from all other angles, the election can be made youth-centric.

Commission and the government should not forget another issue related to the party system. After the collapse of the party government after the Jen-G movement, there is a non-party government formed on the basis of the principle of necessity. As the House of Representatives, the seat of people's representatives, has been dissolved, the main responsibility of the government is to bring the political system on track through new elections. The political parties are also seen in the mindset of going to the elections 'to protect the constitution and the current system', which has institutionalized the achievements of various movements. The decision of the parties preparing to go to the polls is commendable. Even the parties in confusion should prepare themselves for the elections. Creating trouble will raise more questions on them. It is considered that lessons have not been learned from the Zen-G movement.

The government and the Election Commission should start a formal dialogue with the political parties to make the atmosphere of the election more mature. Everyone's concerns should be heard. You have to believe. Without coordination with the parties, doubt is created about whether the election will be fair or not. Because, it is not possible to proceed by keeping someone out of the election. Not even fair. Such an election has no meaning. But if all parties and parties can maintain mutual understanding, the whole country will be ready for elections. It is also necessary for the government and the Commission to coordinate with all political parties to create an environment for elections and not to prolong instability. It does not mean to coordinate with undisciplined leaders, it means to create an environment for the party system without forgetting it.

Some leaders have already started speaking in favor of restoring the House of Representatives. Almost all of the political changes since 2046 have resulted in a judicial review of the decision to dissolve the House of Representatives. The House of Representatives, which was dissolved in 2059, was restored in 2063, even with the strength of the people's movement. Due to the arson set by the protesters on August 24, the Supreme Court has only started limited service, so this year's decision regarding the dissolution of the House of Representatives has not gone to the judicial review process, and the possibility of going to it has not been ruled out. It is important for all leaders to think about how their actions will lead the country.

Another issue that the government and the Commission should pay attention to is the participation of Nepalis abroad in the elections. About 4 million Nepalis are abroad. The Supreme Court has already ordered to make arrangements for them to participate in the voting. However, the commission and the government did not address it in the previous elections. The current government has already shown signs of addressing it. But its concrete implementation is necessary.

Taking care of all aspects, now the government should focus on the main responsibility of conducting elections in a fair and free environment on the announced date. It is the House of Representatives elections that will bring the unusual political situation on track. The main responsibility of leading the entire country to the elections is also the responsibility of the government. Therefore, the government should prepare the environment for the elections by taking the common citizens into confidence, including the political parties, through dialogue and discussion. All concerned parties should be alert and aware that instability and confusion in the country should not be prolonged, political system should not be disrupted, and the country should grow in development and economic growth.
