An interim government was formed under the leadership of Susheela Karki on August 27 on the basis of the movement of Gen-J generation on August 23. The demand of the movement was to remove the restrictions imposed by the government on social media and to end the social and economic inequality created by corruption, state exploitation and irregularities.

On the one hand, a clear difference can be seen in Nepal between the Gen-G generation, born and brought up in the period of 1997 to 2012, who are accustomed to digital technology, and on the other hand, the older generation who are not digitally literate. However, citizens of this and every other generation are outraged by the fact that they have to pay bribes at every service provider's office.

That is why the Gen-G generation took to the streets with the demand of corruption control and an end to the inequality created due to corruption, which was also supported by the older generation. The one-day street movement of the youth brought down the Oli-led government. If the ban on social media is removed immediately, concrete work for corruption control has not yet progressed. 

After the retirement of the Chief Justice, the current Prime Minister Sushila Karki took serious interest and concern about the growing corruption in the country. At the release ceremony of the book "Government and Ruler: Diverse Aspects of Nepali Sufferings" written by the same author, Karki emphasized that "because political leaders have a tendency to earn at one time to reach their whole life, the youth should be given opportunities and action should be taken against those who are corrupt". 

Circumstances or destiny, restrictions or desires, Karki himself has been given the responsibility of controlling corruption by giving opportunities to the youth by supporting such leaders. While leading the interim government formed on the foundation of the anti-corruption movement, Karki also got the responsibility and responsibility of building the basic structure of corruption control.

However, it seems difficult to do much with the general election in the short period of 6 months. However, the government under the leadership of Karki, who has been speaking about corruption and its vicious cycle in the public sphere since the past, will have to prepare a solid foundation to increase the development of the country and control the corruption that angers the youth. 

Various studies and data have shown that Nepal is in the list of countries with high corruption. For example, in the Corruption Perceptions Index published by Transparency International, Nepal is among the highly corrupt countries with a score of only 34 out of 100.

Similarly, the Abuse of Authority Investigation Commission conducted a study on the state of corruption and good governance in Nepal in 2075. The survey conducted with a total of 3 thousand 400 people has mentioned about the offices that have to pay more amount of extra money (bribe) in Nepal. which is shown in the table. 

Retail corruption in various service delivery offices has on one hand made consumers angry with the state and government agencies, while on the other hand, it has disrupted the investment environment in the country. Let's look at an example. According to a news published in Kantipur Dainik last August 23, Social Network Platform X wrote a letter to the Government of Nepal and said that it will not register in a country where transparency and corruption are high.

This incident clearly shows that neither foreign investment nor country development is possible until the end of corruption. Therefore, the interim government must take concrete and effective steps to reduce the existing corruption in the country and bring it to the list of countries with less corruption. 

In the meantime, after the formation of the interim government, the office of the Prime Minister and the Council of Ministers has issued a notification asking people to call directly if there is any delay in taking public service or asking for a bribe. On October 4, issuing such a notice, the Prime Minister's Office has also published a hotline number to call.

While the toll-free number of the Abuse of Authority Investigation Commission and the hotline number of the Hello government are already available, publicizing one more number does not seem to reduce bribery transactions. Reducing bribery transactions is not just by issuing formal decrees, there is a need for policy, institutional and structural reforms that show concrete results. For this, a system should be created to make the head of the relevant office responsible for controlling the existing retail corruption and bribery transactions in service delivery and other public agencies. 

For this, let's develop a system based on information technology to make service providers and other government agencies responsible for controlling bribery transactions that may occur in that office or agency. Through this system, from the heads of ward level offices to the Prime Minister, all over the country can be held accountable and responsible for controlling bribery transactions that are happening or may happen under them. For this, let's make arrangements to provide a 'QR code' to the customer going to each office to receive the service after receiving the service.

After receiving their service, each customer leaves the office with the QR code that is printed before the final entry (submission) of the work. Let's arrange to keep a large digital device at the gate exiting the office and scan the QR code so that privacy is maintained. After scanning the QR, a question appears on the device, asking whether you had to pay extra as a bribe while availing the service. In the answer a. fell and b. It is said that it did not fall.

questions and answers can also be put in Nepali, English or other local languages ​​depending on the requirement. Let's make a system so that only after the customer gives an answer by touching one of the options, the service taken by him will be entered. By doing this, only the customer will give the answer, the office staff will not be allowed to give such a false answer. Also, every customer will necessarily answer because the final entry will not be made until they answer. Let's develop a system that automatically records the answers given in this way to the higher authorities. 

Let's integrate the data from May 1 to mid-March of each year and prepare the details of how many percent had to pay bribe while going to the office and what percent didn't have to. Let us take the details published in this way in the first year as a 'baseline'. After the data of the first year i.e. the baseline is prepared, the higher body should make a performance agreement with a specific target to reduce the bribery of the concerned office head by the citizens of his office.

For example, the baseline data of a shipping office came to 90 percent, that is, in the first year, 90 percent of the customers answered that they worked only by paying bribes, and in the second year, let's set a target of how much can be reduced to 70 or 60 percent. Based on this, let's also give responsibility to the head of land reform management department and make a performance agreement.

i.e. the integrated bribery percentage of the first year of all offices under the department is 90%, let's give responsibility to reduce the bribe giving situation to 60%. Accordingly, let's develop a system where the concerned minister also makes a performance agreement with the secretary, and the prime minister makes a contract with the minister.

It tends to take bribes with customers of a retail nature, this can be reduced. Its detailed report can be managed by creating a special unit under the Office of the Prime Minister and the Council of Ministers, the Governance Division or the National Vigilance Center. 

Based on the integrated data of all service provider offices across the country, let's prepare a baseline for the prime minister in the first year and develop a system for the prime minister to inform the parliament of his goals through policies and programs in the following years. In this way, let's develop a system of preparing an annual report containing the index of the state of corruption every year and submitting it to the parliament for discussion and making it open to the public.

With this, it can be arranged that every citizen can see the score or score of the office that they are interested in and how much their target is through the mobile app. This means that any customer can go to that office only by looking at the details. which the customer is also self-aware. 

Past experience shows that people who pay bribes in service providers' offices do not immediately complain to the toll-free number of the Abuse of Authority Investigation Commission or the National Vigilance Center located in the premises of the office, or only do so in small numbers.

The person giving the bribe may also have received some benefit. But he may still think that I had to bribe him to get the job done. If 100 percent of the customer is asked whether he had to pay a bribe while receiving the service, then we can consider the answer given by him to be politically authoritative. In other words, if someone gives a bribe and walks away with the answer that he did not give it, then it can be considered that he has given 'tips'. 

This concept can be applied to all offices across the country. By implementing this system in all government and public bodies from ward offices to ministries, the bribe transactions seen now can be easily controlled. According to the performance agreement made to reduce the corruption situation, if the result is not achieved, then let's make a policy arrangement to reduce the points in the performance of the head of the relevant office accordingly.

Let the head of the office also reduce the marks of the indicators in the performance form of his subordinates accordingly. Let's make policy and legal arrangements that will affect the moral development of the concerned employees, other service facilities, grades etc. 

This means that on the one hand, the relevant staff and head of the office will work in a very responsible and transparent manner for the control of bribery transactions and retail corruption in the service provider offices, and on the other hand, there is no need to rely on the corruption concept index of Transparency International, which is prepared indirectly for the situation of bribery transactions in the country, our own index will be prepared.

We will have official real data whether bribe transactions have increased or decreased. This will make everyone from the office assistant to the Prime Minister responsible and accountable for controlling bribery transactions. All of them will consider corruption control as their career development and gain. It will make all the employees of the office work in a responsible, united and effective manner. Because, if one employee asks for a bribe, it will affect the moral development of the entire employee. 

Therefore, the present time is considered as the age of information technology. The government established on the foundation of the movement of the Gen-G generation, which grew up with the Internet, needs to make maximum use of information technology to control corruption. Therefore, it is inevitable to create a policy and system system making maximum use of information technology to control bribery transactions. Ways like hotlines or suggestion boxes that were used in the past are now obsolete.

Today's Gen-G or Gen-Alpha generation looking for paper-pen to file a complaint has lost its relevance. Although the main responsibility of the interim government formed on the basis of the movement of Gen-G with the demand of corruption control is to complete the elections, it is necessary to make an immediate policy decision in the direction of developing a system based on information technology for the control of bribery transactions. For this, one office can be selected and started as a model, which will guide future nationwide reforms.
