Now the offices should not be placed beyond the three levels, but the way is reversed .

In education, the local government should be strengthened with financial and human resources. It is not something that can be strengthened from the perspective of federalism and the financial perspective to strengthen the district. Now once again, it is necessary to do structural restructuring in the rhythm of federalism, which cuts a lot of expenses . And, the local government and the state government will be easy to work . Otherwise, the slogan that federalism has become expensive has no meaning .
