Nepal's appointment system has reached such a stage today, where the main criterion for getting a position is party closeness and loyalty to a particular leader rather than ability or experience. The tendency of parties and leaders to join forces in all public positions is pushing qualified candidates to the sidelines, which not only reduces institutional efficiency, but also affects people's trust.

Thus, the tendency to make the position more a means of political bargaining than a challenging opportunity is demoralizing, passive and fleeing qualified talent. The result of this is the government data that new doctors come to Nepal and 74 percent of them migrate abroad.

8 thousand 624 doctors were registered in Nepal Medical Council from 2020 to 2023 and in the meantime 6 thousand 368 people got good character certificate (good standing certificate) to go abroad. Nepali doctors are making destinations in America, UK, Maldives, UAE, Australia, India, Canada, Germany and other countries. Despite this situation, the government does not seem to be paying attention to making concrete policies and programs and implementing them to keep doctors in Nepal.

There are many references to any person going abroad. It is not unusual to go abroad because of higher salary and facilities available in other countries, possibility of personal development, appreciation of skills, secure future. It is a regular undertaking in all ages of human civilization and in all corners of the world. But not being able to sustain due to the problem of salary facilities, lack of opportunities, and division of labor within the country is a serious matter.

The context of the physician is more sensitive than the context of those involved in other professions. Because, in order to prepare a skilled doctor, individual's tireless efforts, family's financial investment, state's investment and everyone's patience are essential conditions. Competent doctors prepared after great investment and patience go abroad, the society and the state are deprived of getting the reward. The wave of

inspiration becomes weak. The fact that 74 percent of registered doctors migrate abroad shows that there is a problem with our policies and priorities. Among these figures, there is no end for our political parties. They are failing to instill hope within the country, to instill confidence that things are or will be better.

Political appointments have become a source of income for parties, whose criticism does not seem to influence them. Therefore, there is no commitment to reform. Instead, there is open sharing of posts from universities to health institutions. As a

, the 'shortlist' was made public only after it was confirmed that Congress and UML would get vice-chancellors in two of the four health science institutes. Finally, Buddhiprasad Paudel in Patan, Bharat Bahadur Khatri in Pokhara, Vikramprasad Shrestha in BP (Dharan) and Pujan Kumar Rokaya in Karnali (Jumla) have been appointed as vice chancellors.

Paudel and Khatri from UML were appointed in Patan and Pokhara and Shrestha and Rokaya from Congress in BP and Karnali. Health Minister Pradeep Paudel and Prime Minister KP Sharma Oli will be directly involved in the appointment process, but Congress President Sher Bahadur Deuba said, "I have already promised someone," the appointment has been made. It also demonizes the formal process, increasing distrust among citizens.

The evaluation of the appointed person will be done in the coming days, the question at this time is what kind of culture the parties have adopted and what kind of mood is it creating in the society. There is a lot of criticism in Nepali society regarding the political appointment in Bhagbanda. It is harming the image of the concerned person and organization. Even if the person appointed from Bhagbanda is capable, it is difficult to maintain moral confidence.

Academic institutions are also suffering from the negative effects of all these. The parties do not seem to care about this. As a result, a universal method for appointment has not been established. It is ultimately discrediting the system itself. Therefore, it is necessary for the civil society to make its voice even louder with the power to want reform within the party to curb the whims of the parties.
