The constitutional politics of the country is not only drawn up correctly, the actors who are responsible for its implementation must also be able to work according to the letter and spirit of the constitution. Democracy gets a chance to be institutionalized only when the leadership level responsible for institutionalizing democracy is qualified, honest, accountable to the people and ethical.

The political change of 2007 was an epochal change. The change that took place with the participation of the general public from every level of Nepali society and Tapka had built a strong foundation of national unity. That change established for the first time in the history of Nepal that the basis of state management is the consensus, participation and decisiveness of the people. Unfortunately! Due to the apolitical and regressive thinking of some opportunistic and reactionary people who only consider the monarchy and the politics of power and power as a major traditional force of the change of 2007, the achievement of the historical change of 2007 could not be institutionalized . Change was defeated because of the wrong role of those fighting for change.
In 2015, King Mahendra issued the Constitution of the Dominion of Nepal, 2015, with the aim of remaining decisive in the power of the state after creating a situation where the constitution could not be formed in recognition of the declaration of the 2007 revolution. All the political parties of the country accepted that constitution, which has adopted democratic values to a large extent, and can be institutionalized through practice. All major political parties participated in the first general election announced under the same constitution. Nepali Congress, the main political party of Nepal, managed to get a two-thirds majority in the elections. A popular influential government was formed with the participation of representatives elected by the people.
The government formed in this way was working effectively and legally. The popular government, which was formed with a broad mandate in the interests of apolitical thinking, external provocations and some opportunistic regressive individuals who did not want to stay within the limits of the constitution declared by themselves, was deposed unconstitutionally on December 1, 2017, before reaching 18 months. King Mahendra took the entire kingdom power in his hands . Suspended the constitution issued by himself . The unconstitutional step of King Mahendra not only deprived Nepal of a popular, visionary and responsible leader committed to democracy, but also deprived of a historic opportunity to strengthen democracy institutionally and develop the country in all aspects. The country wasted 30 years of important time on the false comment that the development of the country is possible only under the active leadership of the king, not with the participation of the people.
Especially in the year 2033, after BP Koirala returned home with the policy of national reconciliation, King Birendra had the opportunity to move the country forward in the direction of restoring democracy through the third amendment of the Panchayat Constitution, taking into account the results of the referendum. That is, it was an opportunity to correct the wrong steps taken by his father and lead the country on the path of democratization. In spite of some weaknesses of the constitution, working as a document of broad consensus, approved by the people through repeated voting, assimilated by the elected representatives of the people, the front row of the political leadership of the time abolished it and announced the Interim Constitution of Nepal, 2063 .
After the political change of 2062/063, with the aim of institutionalizing that change, it has been 10 years since the Constitution of Nepal was promulgated in 2072 with the recognition of the system of 'federal democratic republican parliamentary governance'. During this period, two successful periodical elections have formed the basis of state operation legally. Nepal has no choice but to be restrained and implement it effectively.
After the establishment of democracy, the country has not made extensive progress in every field. If the country did not have to face the situation of armed rebellion for 10 years, great earthquake, blockade and the outbreak of covid during this period, the country would have been able to develop and improve more in every field. But now it is not possible to reassure anyone by showing these difficulties of the past . Therefore, the major organs and mechanisms of the state, which are responsible for the implementation of the constitution, should be able to work effectively . Necessary laws, policies and programs should be made as soon as possible and the attention of the state should go to their effective implementation.
Political determination had to be seen to calm the common people by addressing the situation of dissatisfaction and chaos that is expanding widely due to the lack of good governance in the country . It is necessary to put a stop to the apolitical and counterproductive thinking and behavior of capturing the state apparatus on a party basis by keeping skilled, businessmen, honest and qualified people. The trend of agreeing only for power, power and security has created a situation of widespread dissatisfaction in the need to focus on advancing the country by forming a national consensus for nation building.

Even though the constitutional and political structure is correct, it is not yet possible to say where the country will be led by the confusion, dissatisfaction and anarchy created by the lack of ability of the political leadership to communicate with the general public and reassure the people.
It seems that the existing constitution does not make it difficult to do good work and conduct government administration. But in the current situation, ``cosmetic'' democracy alone is not working. There is a need for comprehensive improvement and expansion in the delivery capacity of the state . Let's not do politics over the constitution in the name of amendment. There is no reason to believe that the constitution will be protected by amending the constitution when the basis for the implementation of the constitution has not been provided even for 10 years.
Let's face it, we cannot maintain constitutional stability in the country by amending the constitution for external interests and using the neighborhood for our own interests. Constitutional stability cannot be maintained in Nepal unless we adopt the policy of 'change with continuity', i.e. moving forward through constitutional amendment and interpretation, by being objective in terms of constitutional stability.
