In order to improve the results of the Secondary Education Examination (SEE), the government launched an online class program by expert teachers last year. Although some students from the capital and urban areas joined it, not all students could be included.
On the other hand, many people of different age groups who have not received school education or who have only become literate are getting certificate of passing SEE from the institutes opened in the name of alternative education.
From one such alternative education institution in Kathmandu, the head of the institution told the columnist that several old members of parliament, parliamentarians, ministers and even ordinary housewives who were deprived of school education since they were killed in the Maoist 'people's war' after only studying class 10 in Kathmandu, got educational certificates after passing SEE . This has raised a question mark on the effectiveness of the SEE exam itself.
After teaching for 13 years from nursery to class 10, and teaching in the name of extra class in class 10 all year round from 6 am to 6 pm, while many students are failing, institutions opened in the name of providing alternative education are distributing certificates of passing the SEE exam to people of different age groups who have no basic knowledge about learning. This is also an example of the dearth of decent policy and ethics in Nepal's education system, flouting the recognition and dignity of the SEE exam.
4 lakh 38 thousand 896 examinees participated in the regular SEE examination of 2081, 167 thousand 597 of them were ungraded. Last year only 47.86 percent passed, this time the passing percentage has increased to 61.81 percent . At a time when the question is being raised whether this improvement is due to a comprehensive improvement in the teaching and learning activities of the school or due to the adoption of flexibility in the answer book test system, Prime Minister KP Sharma Oli has also announced that the number of passers in the SEE examination will be increased to 65 to 70 percent in the coming year.
The National Examination Board had made a new arrangement in the publication of SEE results since last year, in which there is an arrangement to keep only the examinees who score at least 35 percent marks in each subject in theory and those who score at least 40 percent marks in internal subjects .
In the SEE examination, although the pass percentage has increased significantly compared to last year, the result of many schools in Tarai and remote hilly areas has been found to be zero . The result of SEE published by the National Examination Board in 2081, seven schools including two model schools of Dadeldhura have come to nil . Similarly, the results of many schools in Terai Madhesh are zero. While 82 percent of students have passed in Bagmati province, only 20 percent of students have passed in Madhesh.
When only 48 percent of students passed the SEE exam last year, the Prime Minister was angry with the teachers . He expressed bitterly that teachers who failed 52 percent of students should not seek professional facilities. Strongly objecting to the Prime Minister's statement, teachers stopped teaching and protested for months demanding the education bill.
Quality education is the key to development - teachers. The teaching profession should be made attractive and dignified by increasing professional respect and facilities for teachers. In a country like Nepal with a difficult geographical situation and extreme economic crisis, only the educational qualification and efficiency of the teacher cannot maintain the educational quality . A beautiful physical condition of the school, timely availability of textbooks, efficiency of the principal and accessibility of the hostels are also essential . Due to the lack of subject teachers, there are many schools where subjects such as English, Mathematics and Science are not taught throughout the academic session. Is the government paying attention to the appointment and management of qualified and skilled teachers?
Teachers' movement has been raging from time to time to make those who have been appointed to the school through internal examination based on the political party's demand However, if any person is appointed and permanent as a teacher directly on the basis of salary, it is certain that there will be a big shock in the educational quality . Therefore, it is necessary to select qualified and skilled teachers through open competition with internal evaluation limited to 25%.
What is the policy, plan and strategy to increase the learning achievement of students with the increase of service facilities of the teacher ? When will the government pay attention to the professional service facilities and dignity of the teachers who have been teaching in private schools for years at a very low fee? Why is the government turning a blind eye to the educational distortions, inconsistencies and arbitrariness of private schools that have been exploiting the labor of working teachers for years? Let's not delay now to bring a revolutionary education policy that improves the overall school education in a timely manner .
