The practice of Prime Minister KP Sharma Oli, who is in a position to lead for improving the quality of the education system, looks different. In particular, he has a direct role in disrupting the academic, academic and administrative sector of Tribhuvan University (Trivi).
The post of Vice-Chancellor has been vacant since March 15, the provision that a new Vice-Chancellor should be appointed within three months has been ignored by the Prime Minister and the Chancellor of the University. The Senate meeting scheduled to be held last Friday to formulate the annual policy and program and budget was postponed to Sunday, but at the last moment, it was also postponed on the instructions of the Prime Minister. Thus, he himself has violated the rules and regulations of the University. This situation is becoming sad for the country. This whole series has also raised a serious question about the Prime Minister's attitude towards the university. The question is, does the Prime Minister really want to reform the university? If you want, why is his style pushing the university back? The debate should focus on this.
Last year, two weeks after Oli came to power, the Senate sat on July 15. But Oli did not allow the policies and programs to be passed, he created a strange situation by only passing the budget. What kind of thinking, planning and leadership to pass the budget without policies and programs, but the University was forced to suffer such a fate. However, Oli took such a strategy to put pressure on the then Vice Chancellor Kesharjung Baral at the beginning. But what the Prime Minister of the country should understand is that Tribhuvan University is not an arena for the chancellor's or vice chancellor's 'ego' to fight, the country's
is an organization connected to the future of 5 lakh students. If we look back over the years, it is a matter of concern that the Prime Minister himself is showing such a style that disappoints tens of millions of students, their parents and the entire society. This year too, the chancellor has not been sensitive to seat the senate.
The interference of Prime Minister and political parties towards universities in Nepal is an old problem. Political interference is also the main reason for the declining reputation of the university and poor ranking at the international level. But the basic expectation that the prime minister, who is the chancellor of the university, will bring reforms in the university has become impossible. Prime Minister Oli has also taken the position of chancellor of the University as a tool for intervention, not a responsibility. This year too, due to the delay in the sitting of the Senate, the policies and programs and budget of Tribhuvan University are in confusion. Similarly, 90,000 students who have received academic degrees from the university are expected to participate in this year's convocation ceremony. But the Senate must approve the list. It also risks disrupting the university's calendar again.
It has been 100 days since the then Vice-Chancellor Baral paved the way after the Prime Minister ignored it. Baral had resigned on 15th March but it was accepted only on 28th March. Khadg KC was given the charge of Acting Vice-Chancellor on 2nd Baisakh. But the legal provision to appoint a new vice-chancellor within three months has been ignored. Earlier, the process of appointment was started through open competition, but this time, Prime Minister Oli is in the mood to distribute appointments directly. In this way, the general reform efforts that started in Trivim will be interrupted again.
It is because of such activities that the youth are not attracted towards the education system of Nepal. Due to such uncertainty and interference in educational institutions, migration abroad for higher education is increasing. The prime minister and his allies have not shown any sensitivity on this issue. Moreover, Prime Minister Oli hid the report of the High Level Education Commission (2075) even when he led almost two-thirds of the government last time. This year too, the report of the committee formed to search for the properties of the University has not been made public yet. Instead of implementing 'meritocracy' in the Vice-Chancellorship, only allocation has been done. Kathmandu, Sanskrit, Agriculture and Pokhara University have been appointed according to party allocation.
Under the protection of the state, there is extreme chaos in Trivim. Manhandling of professors, vandalism and locking of classrooms have become commonplace. As the Prime Minister, he has no interest in such anarchic activities. It is an irony that the university has to wait for the order of the Supreme Court even to open the lock. However, the responsibility of providing security is that of the home administration. The fact that the then education minister Vidya Bhattarai had to plead with Ramesh Akhtar, who represented the Congress, and the fact that officials are still unable to go to university shows how careless the government is.
Will the country's education sector continue to be like this? And the prime minister, ministers and parties who led the country will protect and promote Bethiti? And the student leaders will also carry knives and sticks instead of going to university with pen and paper? And the civil society will also keep silent after seeing all this? If not, this is the emergency problem that society has to speak and write about. Only if civic awareness and public pressure are strong, the past of the university will improve, and the future of the country will be bright .
