While this year's Secondary Education Examination (SEE) results have improved by 14 percent across the country, Madhesh province's results have declined alarmingly. In the public results on Friday, while 62 percent of students across the country are eligible to study in class 11, only 28 percent of students in Madhesh province have been deemed eligible.

Whereas, in the previous year, 48 percent of students passed nationwide, while 47 percent of students in Madhesh province passed. According to the National Examination Board, out of 59 thousand 749 students of Madhesh province who took the exam this year, 42 thousand 779 students i.e. 72 percent were 'non-graded'.

Provinces with the highest pass percentage are Bagmati (82 percent), Gandaki (76 percent), Karnali (70 percent), Sudurpaschim (55 percent), Koshi (51 percent) and Madhesh (28 percent). Comparatively, the results of Madhesh province seem to be very weak compared to other provinces. Therefore, it is necessary to set educational reform programs targeting this province.

Overall, there is a positive improvement in SEE results. Out of 438 thousand 896 participating students, 271 thousand 299 have qualified for admission in class 11. According to this, 62 percent of students have passed. Not only the overall results, but also the higher GPA achieved by the students has seen a significant improvement. Last year only 186 people got GPA 4, this year 971 people got it.

Compared to the previous year, the results have improved from many angles. However, we also have the fact that 167 thousand 597, i.e. more than one-third of the students are 'non-graded' (NG). In Madhesh province, 72 percent of students are NG. So it seems that more strategic efforts are needed to improve the results. For this, federal and local governments, schools and teachers, parents and students themselves should increase their efforts.

As in the past, this year too, the most number of students have been 'non-graded' in mathematics, science, English and social sciences. There are 128,215 'non-graded' students in mathematics alone. Similarly, 80,672 students in English, 79,271 students in science and technology, and 53,186 students in social studies have been 'non-graded'. There has been a problem of teacher shortage in mathematics, science, English and other subjects in public schools for years.

Since 2057, not a single permanent post has been added in public schools. It has been seen that even the existing teachers had to live in a state of agitation for their service facilities. Only by improving teaching in public schools, where 70 percent of students attend, will the overall result of SEE and subject achievement improve. For that, efforts should be made to increase the posts of subject teachers, service facilities for teachers, improve the physical-educational environment of the school, and make the curriculum-textbook student-friendly.

At this time, the federal to local government should focus on two issues. First, further improvement in the results for the coming year. Because, sometimes half and sometimes one third of the student failure, the education system condemned to bear no educational light to the country.

Second, the management of the 'non-graded' one-third of students. It is also the government's responsibility to ensure the future of students who fail even in the chance exam and are not able to take the chance exam. Even 'non-graded' students in SEE can study CTEVT's 18-month pre-diploma course. However, it is not accessible to everyone. Government should strengthen regular and alternative means of learning skills and knowledge.

Despite the improvement in overall results, questions are being raised about its quality and sustainability. In particular, there is a suspicion that the quality of the examination system may have been compromised for the approval of the public commitment made by the Prime Minister that 70 percent of students will pass.

Because, according to the Prime Minister's announcement, efforts were made to improve educational reforms at the national level or concrete programs of that kind were not made public. However, one result data has been obtained. In the future, stakeholders should make more efforts to improve the current results numerically and qualitatively.
