Vandalism and Lockout in Trivim: Make lawless activities punishable

The Vice Chancellor, Rector and Registrar offices of Tribhuvan University in Kirtipur have been locked for a month now. The Tertiary Service Commission has also been locked for two weeks. When the student organization of the ruling Nepali Congress, Navisangh, was locked out, the head administrative office of the University became hostage after the lockout of partial professors was also added.

Officials who could not go to the office due to lockdown and insecurity had to endure threats even while working elsewhere. This is a scenario which should not happen in any prestigious university in the world.

Therefore, Prime Minister and Vice-Chancellor KP Sharma Oli, Education Minister and Vice-Chancellor Raghuji Pant, and Home Minister Ramesh Lakhtar should take the lead in creating a security environment so that officials can return to their offices and perform their duties. He is also expected to be more accountable as the student organization of the ruling Congress is connected and the home minister is the leader of the Congress himself. 

There are two different reasons for the lock in the trivi. The union is demanding that the admissions of the graduate level, which was completed last month, should be disclosed. Trivi said that admissions postponed according to the academic calendar cannot be opened again. He said that since the students who were admitted from August to January have already submitted the exam application form, admissions cannot be opened for new students.

This stance of the university is linked to the commitment to implement the academic calendar and establish the discipline of the academic session. But in order to fulfill their demand to reopen the admissions, the officials elected from the Union Union of Swabian University in some campuses of Kathmandu vandalized and locked the Vice Chancellor's office on 14th of June.

They also locked the rector and registrar's office. Swaviyu officials of Shankardeva, Saraswati, Public Youth, Sanothimi campus were involved in it. The university filed a complaint with the police to take action against those involved in the vandalism. Although the two involved were arrested, they escaped the next day. From this, it seems that the government's priority is not towards ensuring the educational environment while maintaining security within the university.

Similarly, the partial professors union has also locked the vice-chancellor, rector, registrar and service commission. The association is dissatisfied with the fact that Trivi has started the process of appointing 130 associate professors, associate professors and professors through interviews.

According to the university, such preparation has been started with the aim of engaging the skilled manpower who are continuously working in the field of research and innovation in the university service. But the President Gokul Limbu, Co-President Rajendra Acharya, General Secretary Vaikunth Thapa, etc., who are dissatisfied with the process of the University, have locked themselves out saying that they should also be able to compete. It is clear that the Navy Association and the Partial Professors Association have shown bullying under the guise of organization. As a result, the burden of their demand has not been established.

is a natural and common practice of people connected with any organization individually and collectively putting their demands and concerns with the responsible officials of the related organization. But such opposition should be polite. In academic institutions, creative activity is expected in the process from presenting demands to struggling. But in the university, there has been a trend of creating insecurity, destruction of public property, and lack of creativity for decades.

Most of the time, because of lock-downs, sieges, threats, beatings, vandalism, the university is losing its academic identity. It can be easily assessed how much the academic quality in the university has gone down due to overtaking the student body and even the professors going into lockdown.

The most disturbing thing is that political parties are protected in such activities that create insecurity. When the political parties who have to work hard to improve the academic environment in the university are directly or indirectly disrupting the environment, even the debate on academic/academic improvement has started to fade from the mainstream.

Lockdowns and vandalism anywhere in classrooms, department heads, officials' office, it affects the educational activities of the university. Tribhuvan University, the oldest university in the country, where almost 80 percent of the students of higher education study, should not be cursed to always run with obstacles and stress. It is more about the right of students to learn in a peaceful and educational environment than whether or not the demands of a particular organization are met.

So chaos must be ended by welcoming and encouraging creative ways of making demands. From disrupting educational activities to vandalizing public property, action should be taken. University will never improve if those in power continue to play a role in protecting them. The future of the students is also at risk. Therefore, the leadership and government of the University should be serious about reforms.
