In Nepali politics, which has become limited to the centrality of the power game, 'budget politics' seems to be a major achievement whenever anyone is in government. This has led the political culture to progress towards arbitrariness. Our practice and experience of republican Nepal has proven this.

This is the challenge for the coming days. The cataclysm does not come with advance warning. Only the new constitution will not create a new Nepal.

Ejaculation in the credibility of budgeting has become a challenge for the future of democracy. Efforts to restore that should be made by none other than the parties who claim to be republicans. People have the right to take the government to court and demand answers.

Who owns the resources of the state? This is an expected ideal situation in which the budget path is charted from the point of view of the question. Although the budget is an economic event, it is strictly a political exercise. When the dominant group in the government thinks that we have a monopoly on government resources for a certain period of time and it can be arbitrarily allocated, then the nature of budgeting will change. When the budget map is drawn on the 'dictum' of the head of the government, at that time his frenzy, excitement and joy are automatically depicted.

But national budget preparation is not just a manifesto of any party or leader.

This constitution envisages to draw a balanced and inclusive development roadmap for Nepal. There is a legal provision that the key to the state's finances will be in the hands of the government. But it must be remembered that it is the property of the sovereign people. We got the lock of this state fund and the idea of ​​freeing it for a fixed period of time is not in a democracy. But we have a lot of people who live in the mindset that they are the owner of that fund because they reach the government. Therefore, 'course correction' is not being done.  If the

problem was only one leader or party, there would be no need to worry so much. Budgets prepared not only by the federal government but also by the provinces have been seen as a spider's web of punitive pundits. There are many efforts to shape the daydreams of leaders.

Possible-impossible, necessary-unnecessary, purpose-purposeless plans are interwoven. Where to go? What kind of development framework is going to be built? is unclear. There is no intention to discuss this further. Those who make provinces do not know their provinces, nor do those who make countries know their country. This is why the gap between the budget and the people is getting deeper.

Budget analysts have been the same faces for years, with the same vocabulary. No matter what the Minister of Finance at any level recites, his comments are the same. Sometimes like the underlying meaning in the English proverb 'same-same-different'. After discrediting the concept of transferring resources and ownership to the hands of the people, the people also do not care much about the budget. A positive sign may be reflected in some headings of the budget, but the sign itself is not enough proof. In this case, there is no doubt that the activism of the members of the House of Representatives or the Provincial Assembly will not solve all the problems, but without it, other measures cannot be effective.

If a certain person has been elected as a minister from the region, the majority of the people of his region and district expect that the maximum budget should be spent in our region. Residents of an area that is struggling for development have a desire for heavyweights who can pull the budget in their area. A leader is considered to be one who is able to struggle to adapt to the conditions of his area in the face of adversity.

Although the wish that the elected representative should bring the flood of the budget is fine in general, the parallel fact is that it will dry up in some other area or even if it is brought to various topics little by little, the expected work there will not be done. Along with budget formulation, there is intense pressure from interest groups connected to elected representatives or leaders with access. Those who beat the bells and whistles brought by such and such a scheme by such and such a leader are in the forefront to become contractors, consumer committees or hartakarta of such schemes. 

In this case, the questions of the ground are usually not included in the plan. There is no investigation about him. Opportunities for close workers – Targeted and party interest-centered schemes have a place in the budget. When the minister-leader reaches the district, those self-righteous people arrive with motorcycles and cars.

The general public also assesses the influence of the leader based on the sponsored crowd. Who will tell him that the whirring of motors shows more stupidity than ministerial influence? The 'budget game' will continue until the number of people who understand that the minister-Netaji will not be defeated if the crowd is not gathered.

Like policy making, budgeting is also a strategy. The rules of the game often bet that the party that has control over budgeting benefits its cadres, support groups and target voters. Therefore, if we look back later, it is clear that special parties are more present in special plans. Strategizing is a political undertaking. Those who are in the government play a role in budgeting, occupy a share, yet people get to question. 

Budget politics is not encouraging for the future of democracy. As long as the experts who can play in the budget are thought to be fertile for 'party funding', the parties cannot create an environment against it.
