Like the political sector of Nepal, the civil service sector is also accused of not being able to work in a citizen-centered manner. There is a need for active employees for the development of every sector of the country, but due to various reasons such as indifference to responsibility, established bad culture, privileged culture, wrong practice in socialization, process-oriented performance evaluation, lack of good leadership, influence of luxury etc.
While the political and financial federalism is taking shape, the administrative federalism of Nepal is not able to take shape . All its consequences must be taken by the political leadership. Although it is said that adjustments have been made at the Union, State and local levels, this sector has reached a state of stagnation due to the fact that the law could not be promulgated for a decade after the promulgation of the Constitution. There is diversity in the level, position, and service facilities of the employees who were appointed on the same day. Without making a federal law, the states are making their own laws and partially implementing them, causing confusion among the employees . This situation is reducing the efficiency of the employees . When using
employees as a means of achieving self-interest, they have not been accountable to the citizens or their responsibilities. The view of the entire bureaucracy has become negative due to the employees who are enjoying the mistrust of power, are transferred to suitable places, and spend their working lives only in search of service facilities and opportunities . The employees who show their pride as political shields seem incapable of showing service to the state and citizens. Therefore, there is a need for political commitment, determination and determination to motivate and energize the employees to work in the interest of the state and citizens. The belief that
will happen even if it works is becoming dominant. To say more, employees are afraid to work due to the fear of having to face a lot of trouble while working, legal action will be taken against those who do it, there will be a possibility of complaints etc. . There is no scope to motivate the employees who are active and work diligently and according to the rules. Due to this, the number of employees who get promoted just by showing up or by working as little as possible is increasing . Another root problem is the ritualization of
performance appraisals, in which 100 percent marks are awarded without evaluating the employee's performance. The basis of evaluation is the same for everyone, there is no system of providing job descriptions according to position and responsibility, the indicator of service work cannot be determined, there is a system of evaluation by an agency that is not aware of the employee (of the upper level employee), there is a quick transfer, and there are many responsibilities in the performance evaluation. Since there is no relation between evaluation and work, performance evaluation has not been able to lead to making employees more active.
The influence of the employees at the leadership level is on the lower level employees . The work culture can be developed in the workplace only if those who are in a leadership role can maintain morality, fairness, honesty, conscientiousness, frugality and transparency. But most of the employees in leadership roles in our country want to be accountable to the politicians rather than their responsibilities and duties, make the employees irresponsible, assign responsibilities to someone with excessive workload, discriminate in service facilities, expect personal benefits from the employees, and do not pay attention to the frugal use of resources. Due to this, even other employees are not able to be responsible and accountable.
When the situation is created where those who only indulge in convenience get benefits than those who persist in action, there is no encouragement in working employees . It is also alleged that due to activities such as abuse of office, family members and relatives and use of government resources for personal work, those who have access often get opportunities to go on foreign trips, and expect personal benefits in the government procurement process, employees working in government agencies are more eager to get benefits and benefits than their love for work .
Even when the post is vacant, the employee's morale is getting worse when the bad practice of keeping the employee on the balcony, assigning double responsibility to someone or assigning responsibility to the lower level employee despite being a high-ranking employee . Instead of making them responsible and active, it has left them feeling discouraged and frustrated .
