It is necessary to amend and consolidate the CTEVT Act to process the Technical and Vocational Education Bill along with the School Education Bill

The school education bill proposed to amend and unify the law on school education to guarantee the provisions of the constitutional system on education is currently under discussion. In the bill, the streams of general education, technical and vocational education and traditional education have been mentioned in school education.
But in the Bill, there is no mention of the Council for Technical Education and Vocational Training (CTEVT) Act and the work of the Council, which is currently in the management of the technical and vocational education stream. Effectiveness of technical and vocational education requires different bodies of expertise. The nature, purpose and mode of operation of these streams of education are different .
When looking at the practice of the world's successful education system, it is found that these different streams of education are conducted under separate management . Different streams of education require different policies, laws, leadership and infrastructure to provide quality and targeted education. Therefore, it is necessary to amend and unify the CTEVT Act to process the Technical and Vocational Education Bill along with the School Education Bill.
Technical and vocational education is a type of education, which provides a person with special skills, knowledge and practical skills . This type of education focuses specifically on a profession, business or technology-based skills and industry relationship. Conducting this stream of education requires a different technical infrastructure . Collaboration with industry and factories along with laboratories is necessary to evaluate the skills and competencies of students. Therefore, to conduct technical and professional education, a different and specific infrastructure is required from the general educational institutions. Promotion and management of technical and vocational education in Nepal has been done through CTEVT.
It is mentioned in the proposed school education bill that general education, technical and professional education and traditional education will be at the secondary level. It is a matter of pride to make the stream of technical and professional education a part of the national structure . However, if the role of CTEVT, which has more than three decades of experience established by the state in the education management of this stream, is not made clear in the bill, it seems that the double structure and recognition will continue to create confusion in the program .
The bill has given the right to establish schools to the local level. The local level can decide to establish, operate, add classes, transfer, merge, reduce the level, change the name and cancel the permission of the school under the national standards . There is a provision to give permission to the local level even for the establishment of private schools. It has been arranged that such schools should be registered and operated at the local level with the aim of not taking profit. This is sure to create multifaceted pressure on CTEVT at the policy, administrative and implementation levels. Until now, the council has been making major decisions such as establishing schools, running programs, adding programs, transferring, changing names, transferring ownership and canceling permits from the central level.
However, in the bill, there is a provision that the central or state government can open schools of a special nature . If technical and vocational schools can be classified as special nature, technical and vocational education can again be placed under the center or province . But for this, CTEVT needs to redefine its role as a coordinating organization and prepare a new cooperation model with the local level and existing employers, industries and factories. If the center makes the policy and makes the local level decisive in its implementation, the reputation, influence and presence of CTEVT can be extended to all 753 municipalities.
In the proposed school education bill, education up to class 8 is basic and education from 9 to 12 is kept in secondary education . It is mentioned that the local level of Class 8 and the final exam of Class 12 will be conducted by the National Examination Board. which has replaced the 90-year-old SEE system in class 10 through this bill.
At present, SEE is considered as the basis for admission to pre-diploma and diploma level programs run under CTEVT . In the context of not having SEE, there is a need to have a clear provision in the proposed bill on the strategy of turning the students towards the technical side after class 8 . Along with basic education, skill-based education, pre-diploma after class 9, and diploma level programs after class 10, it is suitable to open the way for students to enter the technical field. According to the national standards of school establishment proposed in the
bill, it is now mandatory for the establishment or operation of any school to have land in the name of the school or the right of occupancy. In addition, infrastructure such as child-friendly, environment-friendly and disabled-friendly buildings, learning-centered teaching materials, libraries, science laboratories, computer labs, classroom and subject-wise qualified teachers, counseling services, places of prayer and playgrounds are also mandatory in the establishment of schools.
It seems that these standards will have a direct impact on the schools established under CTEVT or in the process of being established . First of all, the demand for physical infrastructure in the name of the educational institution or the land with the right of occupation seems to be a challenge for many technical educational institutions operating under CTEVT. Lack of land, buildings, laboratories or disability-friendly infrastructure is a common problem in technical schools.
Technical and vocational education and general education are complementary to each other in the implementation of national vocational qualifications. Therefore, it is necessary to put an end to the dual structure with clarity, effectiveness and uniformity in the implementation of policy making in the education management of both these streams . For this reason, it seems reasonable and necessary to amend and integrate the CTEVT Act as soon as possible so that the responsibility of leadership and management of technical and vocational education remains with the council in the proposed bill.
