Council for Technical Education and Vocational Training (CTEVT) has been established to produce basic, medium and high level technical manpower required in the country. It is doing the main work like policy making in the field of technical education and vocational training, provision of technical and vocational education and training, curriculum development, organization relations, monitoring and examination, skill level determination and certification.
The main objective of the council established in 2045 is to create opportunities for employment, self-employment and entrepreneurship development by producing skilled and qualified technical manpower in the country. At present, CTEVT has 1,182 schools conducting technical education in 66 private, 55 partnership, 422 private and 639 public schools across the country.
Various programs of technical SEE (pre-diploma) and diploma level faculties such as health, engineering, agriculture, hospitality etc. are running in this educational institution. These programs focus on development of employability, technical competence and professional skills, which help in producing basic and mid-level technical manpower qualified for national and international employment.
It seems that since the last academic year, students have not been admitted according to the enrollment capacity in the pre-diploma and diploma level of the Technical Education and Vocational Training (TVET) program conducted by CTEVT across Nepal, which has created a challenge in the effective use of the available seats.
The fact that there is no admission status in various diploma and pre-diploma level programs of CTEVT according to the admission capacity and the available seats are vacant is evident from the table. In this regard after the 207th meeting of the council held on May 26 gave approval to change the examination pattern for the trainee admission process, the pre-diploma and diploma and certificate level trainee selection, scholarship distribution and admission guidelines, 2082 have been issued.
It is arranged to determine the merit order by adding one point to the graded marks obtained by the applicant in SEE if he/she has passed from a public school and 0.85 points if he/she has passed from an institutional school. Determining merit based on SEE GPA will also improve the admission process.
Admission on the basis of GPA will enable students from rural areas, economically weaker sections and those with limited educational access to easily access technical education. Removing the hassle of entrance exams will increase inclusiveness in technical education and provide equal opportunity to students from all fields.
GPA based admissions will respect the academic achievement of the students and they will gain confidence in getting admission based on their SEE results. They can feel worthy. This will also make the admission process predictable and transparent. Students will be more encouraged to enter technical education and it will also boost their confidence as it removes the stress, preparation and confusion of entrance exams. Eliminating
entrance exams will save students and parents huge financial and time savings. Many financial burdens like coaching and tuition fees, travel expenses for exam preparation will be relieved. Which will bring great relief to financially weak students, parents and families, as well as reducing the time, financial burden and additional expenses for the office and educational institution for planning, evaluating and managing the examination.
Admissions are conducted according to the admission capacity even in the absence of applications, and because they are forced to travel for hours from far away to reach the entrance examination center, unnecessary mental stress is created, if such irrelevant provisions are removed, the mental stress will be reduced among the students who have reached the admission qualification.
However, the only program that is receiving more applications than the capacity, even in the certificate level nursing, to be free from unnecessary rumors and complaints in the name of entrance examination, the merit-based admission process will help to select students with good academic background, meritorious and capable, and will make sure and stress-free as the students themselves will be assured of getting admission or not.
A GPA-based admissions process will help maintain its transparency and fairness. It will facilitate freedom from any form of political pressure, undue economic influence, taxation or other discrimination. This will make the students and parents confident about the results and also increase the trust towards the institution. Management will have clear criteria for selecting students, which will minimize procedural errors and confusion.
Besides, digitizing the entire admission process will also improve the administrative work. It will also help in quick publication of results and speed up the admission process of students. This allows management and instructors/staff to spend more time on quality teaching, curriculum development, research and student capacity building. It will also help in increasing the productivity of manpower. Admission on the basis of GPA will value the SEE merit of the students and they will be
will feel proud of their academic achievements. They will be motivated to work harder in the future as their hard work and skills are truly appreciated. Students will be motivated to focus on their academic performance not only in class 10, but also in class 8 and 9.
In addition to this, schools will also be forced to become more responsible for improving SEE results. Schools will be encouraged to conduct programs like quality teaching, timely exam preparation, extra classes for students, guidance and counseling services. This will help in improving the overall education system.
The admission process based on GPA can prove to be an important step towards making Nepal's technical education system inclusive, transparent and accessible in addition to playing a role in producing skilled manpower in the society. It is really important to give clear information to the students about how the skills acquired from technical education will help in direct employment, self-employment and entrepreneurship development and to make their programs timely by adjusting to the changes that come with the market demand and technology development.
