The democracy achieved by ending the autocratic rule of the then King Gyanendra Shah, who was also the Chairman of the Council of Ministers, has entered its second decade. The political agenda of that time such as ending the autocratic rule and establishing a republic, establishing peace and restructuring the state have been addressed constitutionally and legally.
Civil liberties are guaranteed. A recurrence of Jahanian autocracy has become almost impossible. The main political agenda has been completed and public service delivery, good governance and prosperity have become mainstream issues. But ironically, despite the establishment of a system of liberal democracy and accountable governance, the attitude of the people leading it has not improved.
Despite many positive achievements, the system has not been made people-oriented, well-governed and accountable. Learning lessons from the bitter experience of two decades, the development of an advanced democracy that touches the lives of citizens should become the next agenda.
The then King Gyanendra started the autocratic government practice through the serial 'Ku' of 2059 Oct 18 and 2061 Magh 19. He himself declared himself as the executive head after trampling on the essence of democracy to be governed by representatives elected by popular vote. In order to stop the journey that the king started taking the country down a dark path, the seven parliamentary parties and the armed conflicting CPN-Maoist agreed on 12 points and cooperated in the 19-day mass movement.
2062 started on Chait 24 and ended on 2063 Baisakh 11. Before that, the People's Movement had restored the dissolved House of Representatives in 2059 and replaced the monarchy. However, the mandate given to political parties by the mass movement was broad. Its implementation began with the declaration of the House of Representatives on 4th June 2063, which suspended the king and endorsed an agenda to broaden democracy.
The seven-decade long dream of promulgating the constitution by the Constituent Assembly through the Comprehensive Peace Agreement has been fulfilled. The exercise of state restructuring has begun through the implementation of republicanism, federalism and proportional inclusion. Today, the country has a constitution written by the representatives of the people, which ensures that the source of state power is vested in the people. It has been arranged that the president will be elected by the people's vote and if the people reject it, the person in any position of power will also have to step down from the chair.
In two decades, the government's speed in terms of service delivery, good governance and prosperity has been slow. It also took about 10 years to make the constitution. Even after the promulgation of the Constitution in 2072, the citizens have not received the rights and facilities guaranteed by the Constitution due to the delay in law making. which has not strengthened the ownership of citizens towards the system. In the meantime, regular elections have started, but there has been no significant improvement in the selection of people's representatives.
The proportional system adopted to ensure representation of all communities in the House is being misused. The nature and style of the ruling group two decades ago remains the same. Most of the major irregularities and corruption scandals involve political party leaders. Even in political dialogue, the leaders seem indifferent and irrelevant.
Profanity has become their language and identity. The instability of the government is the same. 16 governments were formed in the two decades after the 2062/63 people's movement, out of which 8 governments were formed in about 10 years after the promulgation of the constitution. Moreover, Sher Bahadur Deuba, KP Sharma Oli and Pushpa Kamal Dahal are moving in the 'musical chair' of the Prime Minister. It has increased sustainability in citizens.
It is true that the speed of democracy is not easy and presence is not strong. Because democracy is weak, the path of autocracy cannot be accepted. Instead, removing the obstacles to democracy should be the main agenda. Because, the people's movement has not only sought innovation in the governance system, but also in the face of the ruler. Today there is no harmony between the expectations of the people and the tendency of the leadership.
Leaders have had two decades to make themselves relevant even after the mass movement. They could not make use of it. Due to their incompetence, Nepali society has missed a great opportunity. Meanwhile, what should have been a positive and rapid change has been blocked.
