In Nepal, most of the projects are not completed on time. The speed of construction of many projects like roads, tunnels, airports, irrigation, hydropower, diversions is very slow. The plan has been implemented in the cycle of extension of the deadline. This is wasting valuable time of the state.

The passengers of the Narayangadh-Butwal road section, which is being upgraded since 2075, do not enjoy the sun even if it rains. Some time ago, the commuters were suffering due to excessive dust accumulated on the road, and since few days normal rain water has become muddy and the road has become slippery.
In both cases there has been difficulty in the operation of transport. The fear of accidents has increased. The journey is unnaturally long. It has caused physical and mental exhaustion. For the same reason, those who have traveled this section once do not want to repeat it.
On Friday, Physical Infrastructure and Transport Minister Devendra Dahal, who traveled from Butwal to Narayangarh for monitoring, had to endure a long traffic jam. His 'escorting' also took four hours to cover the 14 km road of the southern section.
However, regular commuters have to spend 5/6 hours for this stretch of road. As a whole, the journey of Narayangarh-Butwal section is known as a disaster for 6 years. The torture has been prolonged due to the extension of the date originally fixed so that the upgradation work could be done. Therefore, the government and the construction company should be active in order to complete the work as soon as possible.
The work of upgrading the Narayangadh-Butwal road section has started with the loan support of the Asian Development Bank (ADB) with the plan to connect it to the Asian Highway. On Chait 8, 2075, China State Construction took the contract for 16 billion 99 crore 52 lakh 96 thousand rupees. At that time, it was said that it would be possible to work within 22 July 2079.
Out of the total 113 km of roads, Gandakot-Downe is 64.42 km called East section and Downe-Butwal is 48.58 km called West section. The work of upgrading the important road connecting the western part of Nepal has not been able to get the expected speed from the beginning.
The work should have been completed in July 2079. But when the deadline was extended for the first time in August 2079, only 18 percent of the work was done. When the deadline was extended for the second time in July 2080, only 38 percent was completed and when the deadline was extended for the third time in July 2081, only 53 percent was completed. According to the deadline extended for the third time, the work should be completed by July 8, 2082. So far 63 percent work has been done. To complete the
within the stipulated time, the construction company must increase efficiency and speed. Due to the current light and moderate rains, there is a long traffic jam and risk of accidents on the road section. Road department teams and security personnel had to be mobilized to clear the jam. Small vehicles have to be pushed by security personnel and large vehicles by dozers.
The work was started by closing the road for a few hours from March 27 in order to facilitate the movement of vehicles. In the beginning, it was said to work on the road by stopping the operation of non-essential vehicles from 11 am to 3 pm and recently from 11 pm to 5 am. But traffic has been affected due to rain.
If there is no qualitative progress in the work, there will definitely be more jams and risks during the rainy season that will start in a few weeks. It is natural to expect that the condition of that road section will be improved as soon as possible and the movement will be smooth. If the reason for the slowness of work on the 113 km Narayangadh-Butwal road, which has been upgraded mainly, is to be found and initiatives are taken to solve it, the passengers of other road sections will not have to suffer unnecessarily in the future.
In Nepal, most of the plans are not completed on time. The speed of construction of many projects like roads, tunnels, airports, irrigation, hydropower, diversions is very slow. The plan has been implemented in the cycle of extension of the deadline. This is wasting valuable time of the state. Mainly, if the plan is not completed on time, the state will not get any return from it. There is a risk that the context in which the scheme is initiated with the main return expectation may change. Beneficiaries of
schemes may not get benefits on time. Business plans and investments made in conjunction with development plans are at risk. Enthusiasm towards investment becomes weak. If the plan is completed on time, it would have a positive effect on aspects such as job creation, productivity growth, and capital formation.
Projects such as road construction have a negative impact on the health of the surrounding residents and businesses. At present, it is mandatory to complete the upgrading of Narayangadh-Butwal road section as soon as possible. For that, the government should facilitate the construction companies. On the other hand, the government should take steps to improve why all our important schemes are not completed on time and where there are weaknesses from contract to construction process.
