Honor Vibhushan

Even if jewelry is to be regulated, it must be made systematic and transparent. Due to the failure to maintain a transparent process, there is a campaign to boycott the jewels provided by the state. This should be taken seriously by the state.

It has been stopped since 2079, otherwise every year the government bibhushan distribution process would have created stability in the society. In the list of recipients of jewels, sometimes they were entitled to it, but many disputed names made even them uncomfortable. Those who felt uneasy about accepting bibhushan by lining up with the disputed person used to boycott.

Thus, the whole process would have come under criticism before there could be a public appraisal of the jeweler's contribution to the society and outstanding performance. It was difficult to establish the justification of Vibhushan in such a background. Therefore, there is a need for extensive reforms.

Although the government has recently changed the norms regarding the provision of jewelry, there is no significant provision for correction of deformity. Therefore, the Bibhushan, which is going to be redistributed from this year's Constitution Day, is also likely to be disputed. It is advisable to do homework in time to correct the weaknesses in the Bibhushan process.

According to the revised criteria, Maha Ujjwal Rashtradeep (First Class) can be awarded to two people from among the former President, former Vice President, former Prime Minister, former Chief Justice, former Speaker of the House of Representatives and former Speaker of the National Assembly. Earlier only former vice presidents could be given bibhushan, but now former presidents are also included. Although it is natural for anyone to receive jewels based on their specific contribution, the dignity of jewels can be lost by assigning honors and quotas. Vibhushan's total quota has been fixed at 201 on

criteria. The latest standard seems to control the vagaries of the numbers that have been happening before. However, even this number still needs to be reconsidered. Because, the Ministry of Home Affairs estimates that more than 150 crores will be spent from the state treasury when 201 people are awarded Bibhushan. It is unfair for the state to spend crores of rupees on non-productive areas like jewels which are distributed through a non-transparent process.

There is a power struggle in the distribution of jewels. During the Panchayat period, the palace and the system were dominated by partisans. After 2046 the political parties merged. With the end of the monarchy in the wake of the 2062/63 people's movement, the influence of the court in Vibhushan ended, and new parties and characters entered. Gradually the power centers were added.

started sharing of jewels between the parties. From the interest groups to the activist level, they had the opportunity to become involved in it. From the accused to the suspect of crimes that seem morally corrupt, they have the opportunity to be exposed. During the Panchayat period, common people did not know about the overall aspect of the person who received Vibhushan, now the history is known.

The dignity of jewels has not been established after considering the example of the ruling power in distribution of jewels in all periods and even the disputed people. It is a matter of concern that the jewels distributed by the state are not dignified.

Political and administrative circles have discredited the jewel distribution process by their hypocrisy. This is not just a current trend, it has been trending for decades. If we leave out a few names included in the list of those who have been honored, the specific contribution made by the rest to the society is not clear. Neither the giver of jewels thinks it necessary to show that it was given, nor can the receiver publicly say that he was worthy of the jewels.

The regular role played by his official responsibility cannot be more decisive for Vibhushan. But because there is no need to establish justification and there is no need to be held accountable in public, Bibhushan is becoming distorted. The evaluation of a political person holding a political role is done during the performance of official duties. If the people like it, that is the greatest jewel. Hanging Takma around the neck or not has no special meaning. Jewelery that is not adopted by the society is only a co-product of the government tyranny.

The state has always honored those who have made unparalleled contributions in various fields. No need to wait for a special occasion. Even if jewelry is to be regulated, it must be made systematic and transparent. Due to the failure to maintain a transparent process, there is a campaign to boycott the jewels provided by the state. The state should take this seriously.

Similarly, preference should be given to people who have made specific contributions in non-political fields such as education, health, research, and civic interests. Such dignified people are accepted by everyone, the dignified person and the decision-maker also remain dignified. The present reality of receiving vibhushit on the basis of devotional songs and political beliefs must be changed. Otherwise, Vibhushan becomes more criticized from all angles of cost, justification and adoption.
