Create an environment for teachers to return to the classroom

Since 10/12 days, the environment of Kathmandu has progressed differently. The heat was sweltering, the eye-stinging cold blanketed the air and air pollution almost took center stage. It has been raining lightly and moderately for a few days again. What has not changed in the meantime is the movement and determination of the teachers.

The date for the return of the teachers who started the Kathmandu-centered movement with the main demand of passing the School Education Bill based on the consensus reached in the years 2075, 2078 and 2080 has not been decided yet. The time is such that, on the one hand, teachers are on a general educational strike, on the other hand, 7 million students are waiting to go to school and get admission. On the one hand, the teachers are negotiating with the government, on the other hand, the class 12 students are worried that their exams will not be held on the scheduled date. Realizing this situation, serious homework is needed by all concerned to create an environment for teachers to return to school as soon as possible.

As the demands of the protest which started on 20th of Chait could not be addressed immediately, a general educational strike was announced from 25th of Chait. The Nepal Teachers' Federation, which led the movement, has called for people not to get involved in work such as answer book examination, publication of results, training seminars, seminars, educational tours. In the early days of the protest, which was called 'to promulgate quality school education, student and teacher-staff friendly school education act', the teacher representatives who refused to even sit in negotiations with the government later prepared for negotiations. Accordingly, the talks have been going on since March 28. It is desirable to hope that these talks will be concluded soon and the academic program will resume. But the clauses of the agreement should not be ambiguous, unenforceable and sow the seeds of another movement. The government should not have the intention of persuading the teachers, nor should the teachers make the assumption that all the reforms will be done at once. This kind of understanding makes practical compromises possible.

The teachers have protested in 2075, 2078 and 2080 with the same demands as now and the agreement has been reached. But they understand that the agreement has not been implemented. So this time they seem to be in the mood not to make just one more deal. In other words, they want to make a visible concrete agreement. General teachers are also pushing for it. The government should realize this sensitivity of teachers' movement.

The teachers are retreating from the demands that are against the essence of the constitution and federalism. It is positive. Now the government should be flexible to address the issues of quality education, teachers' professional rights and professional development. At the same time, demands should be met that are reasonable compared to other professions and that the state can bear the responsibility. There should be no loss of respect for the teachers who have worked for years, but the entrance of the youth should not be made narrow in the name of internal competition. One can have their own understanding regarding the many demands that all temporary teachers should be made permanent by internal competition, if they cannot be made permanent, they should be given a 'golden handshake', the school staff should be made permanent in the positions of officers, deputy subs and buyers, child development education should be brought into the school structure and teachers should be made permanent, but when an agreement is reached to fulfill such demands, the state will have a huge financial responsibility. Therefore, even if there is an agreement now, it may be difficult to implement. It is relevant to make clear and practical agreements on such issues now.

KP Sharma Oli, Sher Bahadur Deuba and Pushpa Kamal Dahal were the Prime Ministers during the previous three agreements. It is necessary for them, who are the leaders of the main party and the determiners of the country's agenda, to publicize their solid opinion regarding the current educational issues. It can easily lead to the current movement. Ministry of Finance and Ministry of Education should do serious homework in this regard. Because, they are the ones who address the financial obligations and educational agenda. If the government is going to proceed with the bill through the parliamentary process, it should at least be able to express a rough deadline for the bill to be moved. The government can make a concrete agreement with the teachers and include it in the pending bill which can be passed as soon as possible. But the parliamentary procedure should not be disturbed. Options can be many, it requires honest effort.

The agitating teacher should also understand the sensitivity of time. The next academic session is about to begin. The admission campaign will be conducted from May 2. Books are distributed to students. Preparatory to conducting classes. Likewise, the time has come to start the examination of the answer sheet of the SEE held in March. If the examination is not started on time, the publication of results may be delayed. The class 12 exam is starting from May 11. If the agitation is not stopped in a day or two, the exam may be postponed. Teachers should be able to assess the damage caused to students by such subjects. The teacher's movement is now the focus of everyone's attention. Political parties have also responded. Therefore, it is possible to agree on the issues that are possible now and adopt creative measures to meet the additional demand. You can find a way to meet your demands so that there is no educational damage. It should be remembered that the main responsibility to prevent damage to children's education is theirs.
