Since the selection of vice-chancellor, rector and registrar started through open competition, there was a hope of improvement of Tribhuvan University (Trivi), but after the vice-chancellor Kesharjung Baral, who was chosen in that way, had to resign within a year, the hope has been dashed again.
Officials of the University were complaining that political pressure has increased and complaints have increased and Prime Minister and Chancellor have neglected coordination. Why their claims seem natural, even 10 days after the resignation of the Vice-Chancellor, the Vice-Chancellor neither accepted nor called for a discussion. The Prime Minister may or may not personally like an official, but it is a puzzling issue to ignore the chaos in the leadership of a university with nearly five lakh students.
Is there a vice-chancellor in the country's biggest university? If so, why did he resign? Has his resignation been accepted or not? This matter is not only the concern of the Chancellor and the Vice-Chancellor. It is the right and responsibility of every Nepali citizen to know, understand and express their opinion. However, the Vice-Chancellor's inaction on this matter is an insensitive psychology that no matter how the university runs, it will also fail. Why is the prime minister, who is busy with half a dozen programs and dozens of meetings every day, calling the vice-chancellors and officials to discuss the problems of the university for half an hour and give them a solution? This shows that not only the present, but also the future of Nepal is worrying.
Baral was appointed Vice-Chancellor on February 10, 2080 through open competition. This is the first time in the history of 6 and a half decades that a vice chancellor has been appointed in this way. Baral and his group, who were trying to reform, were also getting positive feedback from the academic sector. Vice-Chancellor Baral tried to prevent political partisanship by giving priority to 'meritocracy'. He was almost successful in appointing rector, registrar, head of department and campus head, but meritocracy could not be established in the appointment of dean due to political obstacles.
Baral's team tried to organize admissions and examinations by implementing an academic calendar. The delay in publishing the results of the Examination Control Office has been tried to be removed. An investigation was conducted on the encroached land of the University by requesting the government, which revealed the fact that 2400 ropani land had been embezzled and encroached upon. This amount of land was much more than what was estimated by Trivi himself. Although the land search committee has submitted a report to the government, it has not been made public. The plan to restructure the university was advanced.
If the plan to give autonomy to the big campuses and take them to the path of decentralization by making them provincial is successful, the big campuses can conduct the exams and results by themselves. The university does not have the burden of management and expenses. There was confusion as to whether the Swaviyu elections held two years ago in a gap of 14 years would be held this time, Baral's team did not hold them. This has created an environment for regular elections, elections have been held in campuses like Trichandra, PN, Thakurram after 16 years. In this way, the new vice-chancellor was proceeding according to the plan and thinking paper presented.
The cooperation and coordination of Prime Minister Oli, who is the ex-officio Chancellor, did not seem as expected. Oli, who became the Prime Minister in June 2081, stopped submitting policies and programs to the University Senate in July, causing a situation where only the budget was passed. When recommending Khadg KC as rector and Kedar Rizal as registrar to form his own team, Oli insisted on appointing Emalenikat professor as registrar. Last time Prime Minister Oli also pressured the Vice-Chancellor to proceed with the process of permanentizing around 1,000 contract teachers and staff through the internal process, according to university officials.
However, his colleagues say that Baral was forced to resign after unnatural pressure was created on him in a situation where even the Supreme Court had already ruled not to appoint teachers and employees through internal competition. The current situation is confused as there is no official information about Baral's resignation. Daily administrative work has come to a standstill. The Vice-Chancellor is the head of the Executive Council of the University. The council, which meets daily or even two to three times a day, makes appointment, transfer, promotion, financial, administrative and policy decisions. Now such works have been stopped.
Leadership change in any organization is a natural matter as long as its background and consequences are logical. But the resignation of the University Vice-Chancellor has not been able to create a beautiful argument. If the Vice-Chancellor, who came with a four-year action plan, is forced to resign by interrupting his work, then no qualified, efficient and self-respecting professor will accept this responsibility in the future. Again, if a person is appointed based on specific orders, the current officials will also find it uncomfortable to work. As a result, there may be more chaos in the university. Minimum sensitivity of the government is expected to free academic institutions like universities from such a vicious circle.
