The Government of Nepal has so far established 9 children's correctional homes to keep children in conflict with the law until they can be reformed and rehabilitated. Since such homes established to improve children who are subjected to child labor are not operated in a child-friendly, safe and orderly manner, it seems that the reform should start from the home itself.

Only if the environment of the children's correctional home can be made orderly and dignified, we can expect the improvement of the dependent children there.

Most orphanages are in turmoil, with daily reports of clashes and beatings. A few days ago there was arson, vandalism and clashes at the Jayendu Children's Correctional Home in Banke. 21 children and 3 security personnel were injured when a mutual dispute over playing Holi took the form of a clash in the home where there are 255 children. Incidents of clashes and vandalism are also taking place from time to time in children's correctional homes in Bhairahwa, Parsa, Sanothimi and other places like Banke.

According to the Children's Act, 2075 and Regulations, 2078, the Children's Correctional Homes are operating under the joint management and support of the Ministry of Home Affairs and the Ministry of Women, Children and Senior Citizens. The coordination between the two ministries that are managing and operating the correctional home should be effective. If a single ministry can be made responsible and accountable as much as possible, the operation of the children's correctional home will be facilitated.

In the children's law and regulations, the term "ministry" refers to the Ministry of Women, Children and Senior Citizens, but the district administration office is included in the operation. It seems that the prison management style dominates the child-friendly concept in the orphanage.

There seems to be a need for a separate standard or procedure to operate a child correctional home in an orderly and safe manner. If children are to be kept in correctional facilities as in prisons, it makes no sense to manage them separately. As children have to make special arrangements, what kind of housing will be, what will be the standards of the home, how to manage the number beyond the capacity, how to connect them to formal and informal education, child welfare officer and probation officer. What will be the jurisdiction, what will be the conditions under which the reformation period can be reduced according to section 38 of the Act?, how to ensure resources, what will be the number of posts of employees, how to make them gender-friendly and disabled-friendly, etc. required.

The root of the problem in juvenile correctional facilities is that they are housed at nearly double the capacity of the correctional facility. If the children brought for reform, even those who are in labor, are crowded together in a disorderly camp, is it unnatural to resort to violence, fights, beatings and trying to run away? Some of the buildings were built for other purposes but are used as juvenile correctional homes. Due to the lack of sufficient space in them, it seems that it is impossible to make improvement plans for sports, exercise, yoga, and education.

Legally, those under the age of 18 are called children, but the provision of keeping adults of the age group together in the juvenile correctional home has turned it into a stress home. Section 43 (4) of the Children's Act states that if a child reaches the age of 18 years, he/she shall be separated from other children in a child correctional home for the rest of the period, taking into account the improvement in his/her habits, acquired skills and continuation of education. The arrangement to be kept is mentioned. But after the clash, due to lack of space, there are examples of them being taken to prison along with other prisoners.

Based on the age of the children at the time of the incident, the system of keeping even adults in children's correctional homes should be abolished as soon as possible and only children should be kept.

In order to keep children in a child-friendly environment, the environment, speech, behavior and behavior of the working personnel should be child-friendly. Emphasis should be placed on regular health check-ups along with provision of healthy and clean nutrition. Keeping a large number of children in one place increases the incidence of communicable diseases, so emphasis should be placed on personal hygiene. Children come to the Children's Correctional Home from different backgrounds and backgrounds, group and individual counseling programs should be conducted keeping in mind their attitude, behavior and behavior.

Due to the low priority of the Nepal government and the provincial government, child correctional homes have not been allocated sufficient budget. There is a situation where the homes facing lack of budget are not able to meet the basic needs such as clothes, nutritious food, education and health for the children who are taking shelter due to child labour. They could not be made busy through extracurricular activities, exercise, skill-based work, interaction, exposure of inherent talent, etc.

Juvenile reform homes should be made centers of reform and safety. There is a tendency to try to solve problems only when there is a problem at home, ending this, children should be given the opportunity to live in a quiet environment, study, learn and become self-controlled and restrained. Necessary budget at home, area with adequate housing, skilled and trained staff, effective system of education and health and proper guidance to children who have lost the right path in life through regular monitoring and nurturing. should do
