When the leadership class in any system is privileged, then it brings the system into disrepute along with itself. Towards the last year of the Panchayat period, the decision to provide motor facilities with exemption from customs duty to various other special officials from the National Panchayat led to a lot of criticism of the system itself. The issue of panchayati rulers being privileged was criticized by multi-party supporters.
However, within a few years of the multi-party system, a decision was taken to give MPs extensive discounts on customs duties and sales tax on vehicles and other vehicles. Criticized as the Prado, Pajero case, this issue not only made MPs accustomed to corrupt and opaque everyday life, but also discredited the parliamentary system itself. Basically the current political characters, due to which the parliamentary system has come into disrepute. Therefore, the facility that is going to be given to pre-specified officials is also harmful for the political system itself.
The government is preparing to enact a law with the aim of ensuring lifelong service facilities for the pre-specialized, which highlights the priorities of the current government. Such a law is not at all citizen-friendly in terms of timing and intention. The government should not take the lead in any activity that increases the distance with the citizens. Therefore, the government authorities should reconsider such preparations. It is sensible for a prudent government to give priority to solving the country's pressing problems.
The Ministry of Home Affairs is now working on the draft of the bill after the approval of the Council of Ministers to provide facilities to the former special officials by making a law. A law is being drafted to provide life-long benefits to the former president, former vice-president, former prime minister, former chairman of the council of ministers, former speaker and former speaker of the National Assembly, including monthly allowance, house rent/house maintenance expenses, vehicles, staff and assistants in the secretariat. Efforts to provide such facilities have been going on for more than a decade. In 2069, the ordinance brought by the government led by Baburam Bhattarai was stopped by the Supreme Court. In Nepal, where the government keeps changing in 9/10 months and there is a long list of former prime ministers, the state administrators are rarely serious about the situation of the citizens. Citizens have not been able to realize the justification of the taxes they pay. Many provisions of fundamental rights that ensure the convenience of citizens have not been implemented. Education and health of citizens, which should be the most important priority of a modern state, are unnaturally expensive in Nepal. Citizens do not have equal access.
quality is not guaranteed. Both of these consume a significant portion of a citizen's income. There is a lack of employment. There is a compulsion for the youth to go abroad for normal employment. The country has been listed as highly corrupt. Has been included in the 'grey-list' of asset laundering. The economy is sluggish. The investment environment has not been prepared. The pace of development and construction is slow. Citizens' trust in the state is weakening due to many reasons. By showing such a situation, some people are raising questions about the state system.
The first and second largest parties in the House of Representatives tried to establish the rationale of their union by saying that they would end the country's frustration and unhappiness when they formed an alliance last June. It is an imprudent decision for the government formed in this way to prioritize the work of providing services to people who have reached a special position of state power. This shows that the government is insensitive to determine its priorities and take decisions accordingly. The government and its governing parties must understand the pace of the times. Based on the decisions of the Council of Ministers, it is necessary to organize the distribution of facilities which are happening in a haphazard manner. Financial burden should be reduced. Such facilities which are being given now should be removed. The facilities which common citizens do not get, pre-special officials should not get. In the name of making laws, there should not be an intention to facilitate or increase.
The government should stop the preparations it is currently making to create an unnecessary burden on service facilities. You should focus on your priorities. It should be remembered that why the efforts of the previous government failed, what were the reactions of the citizens at that time. You have to improve yourself. Pre-specified officials should also express their disagreement collectively or individually. It should be made clear that the state has given him an opportunity to serve in a special position and that he has served as long as he can, but he is not entitled and aspiring for benefits based on that.
