After any agency deems the need for a plan, it must see if it matches the goals and priorities of the country or not. Only then should the plan be studied. Proceed to ensure resources. Feasibility studies require a thorough study of technical, financial, social, environmental and legal aspects.
Development has not been able to catch the rhythm when large development projects are not completed on time and are stalled. People are suffering. The effort of the state has also become like water on sand. On the one hand, there are procedural complications from the legal process, on the other hand, there are also the challenges of financial management.
An important topic that the government announces with priority in the budget every year is ``infrastructure construction and increasing capital expenditure.'' The budget also suggests how to increase capital expenditure. It is written in the constitution that the budget will be announced on May 15 instead of June to increase capital expenditure. But if we look at the budget of each year, the capital expenditure is only around 30-35 percent of the total budget. It is also seen that around 65 percent of the allocated capital expenditure is being spent as the government's spending capacity increases.
From the past, instead of complaining about the non-availability of the development expenditure that we have targeted, the disease of not showing much interest in identifying and managing the implementation problem is still there. Why do you have this problem, it's time to find the answer. There are also weaknesses in
project selection. Everyone wants to develop within the legal framework. Generally, the plan is decided on the policy and priority of the government. The office has also tried to implement the plan in accordance with its needs and national policy.
is a suggestion from the political leadership and sometimes a plan is kept under pressure. It's natural to be ambitious when budgeting. If the program is not put in place, the development will be slower. However, in the name of being ambitious, one should not forget reality and implementation capabilities. If we look at the implementation of the development budget, it is not possible to create plans and allocate budgets on the ground.
Often, not every office has done the necessary studies and discussions with stakeholders for development projects. Even if there are such consultations, there is insufficient analysis of their effectiveness and the implementation capacity of the concerned bodies. Many of the programs discussed in the first phase are eventually cut when they are finalised. However, the share of development expenditure at the time of implementation is much less than expected.
Here the question arises - is it necessary to keep a little plan to increase the work progress? There are 5 necessary projects of a development office, but if only two programs are successful, can it be considered as a criterion of success? If the thinking of being incompetent develops due to not being able to carry out good programs with the spirit of let's work, the development work cannot accelerate. According to the goal of economic development, the project should be decided and implemented according to the capacity of the office.
On the one hand, plans have to be set ambitiously to advance the pace of development, but on the other hand, it is also true that the implementation capacity is low. Between these two realities there is a need to speed up the implementation of the plan. After any agency deems the need for a plan, it must see if it matches the goals and priorities of the country or not. Only then should the plan be studied. Proceed to ensure resources. Feasibility study requires a thorough study of technical, financial, social, environmental and legal aspects.
It is true that Nepal's projects in trouble have not progressed due to any technical reason, any financial, any social or environmental and legal aspect. A Detailed Project Report (DPR) should be prepared after the study shows feasibility. Based on this, there should be a clear plan to manage the environmental and social impact.
Social and environmental issues are becoming very complicated in the context of Nepal. Likewise, financial management must be guaranteed to advance the project. Another important aspect of project development is the procurement process. This is a subject that needs to be planned and taken time. The procurement process should proceed according to the Procurement Act and Regulations. A procurement process that is not well planned and strategized is likely to fail.
We have received many complaints about the purchase process, due to which the purchase process itself has been prolonged. Such complaints are wasting the employees' time as they are not allowed to file a complaint and the regulatory body is not able to increase the process on the complaint. Work is also delayed.
Unless employee morale is high, it is difficult to work. This is also one of the reasons why there is a growing tendency among employees to be safe rather than to do good work by taking risks. There are many examples of delays in many projects due to the inability of the relevant staff to make timely decisions in the procurement process. Financial management is an important part of
project implementation. In many projects, the work is affected even if the amount cannot be provided to the builders as per the contract agreement. Due to lack of proper management and failure to provide funds to the builders as per the schedule and completion of the assigned work, the work is delayed. It is important to do financial management on time as the construction businessmen who work according to the contract have to be paid on time.
As most of the offices contract for the project, the necessary technical manpower should be arranged accordingly. It is important to have skilled staff with procurement knowledge and experience in the procurement office. Due to the lack of technical manpower management, procurement process is not organized, implementation is delayed, technical problems are not identified in time, etc. It is also difficult to regulate the quality of the work done without the necessary technical manpower. Therefore, it is important to prioritize the timely arrangement of technical manpower.
In Nepal, various agencies have their own rules and regulations. In some offices/organizations, the head is given many powers related to procurement while others are given limited powers. It is easy to proceed with the work if the executive of the relevant agency is responsible and given the necessary authority in the procurement process. According to the performance agreement, the head of the relevant agency will be responsible.
The process of taking action against non-working builders is usually long. When the action is taken, the builders go to the court and the court process is long and the construction work is affected. It should open the way to take immediate action against the builders who do not work. Otherwise, if the court process is to be waited for, the implementation of the plan cannot proceed on time. It is necessary for the contracting office to make a decision about extension of time after thorough analysis. As much as possible, the deadline should not be extended, if it is necessary to extend it in special circumstances, it should be extended only after making sure. As experience has shown, as soon as the deadline is extended, the state becomes weak and the builders become stronger. A variation occurs when something changes while building a
project. Variations are made only when absolutely necessary. Variations may create circumstances that extend the deadline. After receiving the application for extension of the deadline, analyzing and if the builder does not seem serious about the construction of the project, the progress does not look good, even after the extension of the deadline, it seems that the construction of the project is not possible, then it is appropriate to cancel the contract without extending the deadline. It also creates a kind of pressure on the builders and motivates them to complete the work on time. But by saying this, the state cannot shirk from its responsibility to support and facilitate the builders.
In some cases, the implementation of the project has been disrupted due to the unreasonable decisions made by the state. From time to time, the construction of projects is delayed due to restrictions on the use of resources (stone, sand) by the state. Therefore, when making such decisions, you should consider them carefully and implement them with management options. Many aspects are involved in project development. If a decision is made by looking at only one aspect, it may have a negative impact on other aspects, and this should also be thought through a lot while making a decision.
If the regulatory bodies of the state perform their responsibilities in the right way, some problems will be solved by themselves. Even now, the rules made by the government are not effective. The employee thinks that when the regulatory body proceeds with a complaint, it means discussing with the concerned employee, making inquiries, providing details, and taking statements.
does not mean that the regulatory body will stop regulating. But the regulatory body did not do anything to cause trouble. It is a process and it is important to establish a standard that nothing happens to those who do not make mistakes. It is also necessary to establish a simple method of rewarding those who work and punishing thieves.
