The report of the National Natural Resources and Finance Commission has shown a mirror of the performance system of the seven provinces. In the performance evaluation of the financial year 2080/81, the score obtained by all the provinces is low. For the purpose of financial equalization grants provided by the federal government to the states and local levels, when the commission evaluated the performance based on 11 different indicators for the states, the states could only get poor marks.
Technically, although a province appears first and last, it is clear that the situation in all provinces is not encouraging. Therefore, the next goal of the state government should be to get the best marks. Making a practical strategy for achieving success in your goals and responsibilities and following them rigorously can result in an encouraging score on a performance appraisal. The
commission has evaluated the performance of the province based on audit, balance, capital budget allocation and expenditure, revenue collection target and realization and coordination with the union and local level. In which Sudurpaschim Province has got the highest score of 51.6 points. Similarly, Koshi has scored 50.9, Bagmati 45.6, Karnali 41.6, Gandaki 40.8, Lumbini 35.9 and Madhesh 30.
They have not contributed significantly to air quality indicators. Similarly, they have proved to be weak in forest management and revenue collection. There is a tendency to not provide conditional grants to the local level in accordance with the provincial law and the concept set by the commission. It has been found that the province has not submitted the details to be submitted to the Ministry of Finance.
Some provinces have their own style weakness. For example, when Madhesh conducted an audit of 47 billion 95 million rupees in 2079/80, 1 billion 85 million rupees were unaccounted for. Similarly, it has been found that Lumbini Province has not provided the details of four indicators of the Finance Commission and three have been filled incorrectly. As a result, the marks obtained by the respective provinces have decreased.
It is natural that the marks obtained in the annual assessment by the province are lower. But it is unnatural for the state government not to take responsibility for poor performance. Because, as soon as there is a change in the party equation that runs the federal government, it will immediately affect the state as well. The governments in all the seven provinces are the 'co-product' of the change in the formation of the parties that run the federal government in February last year and in June this year.
A new government was formed in Koshi on May 27, Madhesh on May 25, Bagmati on July 9, Gandaki on May 16, Lumbini on July 6, Karnali on March 28 and in Far West on July 21. Therefore, the provincial governments are not accountable for the marks obtained by the respective provinces. They have dismissed the previous government as weak. There is no basis that those who are currently leading the government will remain in the leadership of the government when the upcoming results of the performance evaluation are published.
It has not made the provincial government responsible for the work, nor has it been able to create the obligation to be accountable. But that's not the only reason. Lack of staff is a problem in the province. It causes problems in implementing the policies and programs of the province. The federal government and political parties should be serious about such matters.
The distribution of federal revenue received by the province may be determined based on the evaluation of the commission. Below is the Financial Equalization Grant given by the Federal Government in the financial year 2082/83. Development budgets may be cut. Grants or concessional loans provided by international donor agencies may also be affected. The reputation of not only the province but also the federal system is connected with the performance system of the province. If
can fulfill its objectives and expectations, the people of the respective provinces will get facilities, and the success of the federal system will also be recorded. For this, efficiency should be increased by focusing on indicators that have received poor or zero scores in recent years.
should update their job description. Sudurpaschim Province is an example of how success can be achieved if efforts are made for reform. In the financial year 2079/80, when evaluated on the basis of 10 indicators, Sudurpaschim Province was fifth by getting only 21.08 points. This time the same province could be the first. Provinces themselves should be able to develop a competitive spirit. At that time, all the provinces are likely to get excellent marks.
