And (3) Arrangements should be made to make the payment through the ward of the Raitani to be paid by the farmer. 

These farmers are not landless. They did not ask the state to give land in a new place. There is no cost to the state in giving land to them. The land is with them. They are plowing. They have not just started plowing this land, it is the land that they have been farming and living in for generations. It is enough for the state to make a law and give red parts in the name of farmers. 

In 2062, a decision of the Supreme Court has also canceled their Mohiani rights. According to the Supreme Court's decision, the land of Swargadwari Guthi is of a special nature and should not be fragmented or distributed. That's why there is a need for a law that cuts off the order of the Supreme Court and gives the land that the farmers have been cultivating since yesterday in the name of the farmers. Here the farmers are cheated in the name of God. Those suffering from this are about 16 thousand people from 3 thousand 5 families of 12 mauzas (villages). 

Nepal's Constitution of 2072, section 290 of the Guthi Act states that the federal parliament will make necessary laws regarding the rights of farmers and Guthi who have rights over Guthi land. In Article 51 of the Constitution, sub-clause 'E', it is also said to end dual ownership of land and to give priority to farmers in the policy system related to agriculture and land reform. Discouraging absentee land ownership, protecting farmers' rights and increasing agricultural production and productivity are also mentioned. Relying on this arrangement, Mohi farmers are demanding a new Guthi Act. 

The government should listen to the demands of the people who have been protesting repeatedly. There is no greater injustice than not giving the ownership of the land to the farmers who are making a living in agriculture. The government should proceed as much as possible in the matter of giving land rights to the farmers after listening to the demands of the farmers who are protesting in Maitighar. So that the new generation of farmers does not create an environment where the same land will be agitated again. Remember, this time Tharu Mohi will not return home with paper commitments and contracts.
