On the one hand, there is talk of good governance in the country, on the other hand, citizens have to face bad governance step by step. That is why Nepal has been identified as a country where there is a lot of corruption. Transparency International's annual survey presents this dismal index.

  In the 2024 Corruption Perceptions Index (CPI) published by Transparency International on Tuesday, Nepal's situation has declined compared to the previous year. In 2023, Nepal scored 35 points out of 100, but in 2024, it scored only 34 points. The average score of the 180 countries included in the

survey is 43, Nepal could not even come close to it. In South Asian countries, Bhutan got 72, India 38, Maldives 38, Sri Lanka 32, Pakistan 27, Bangladesh 23 and Afghanistan 17. Other countries in the vicinity are also on the list of high corruption, so there may be room for understanding. However, corruption and misrule do not have regional alliances. Instead, the people of the respective countries have to bear the consequences, so that country should seek improvement within itself.

Mainly our mechanisms are not serious about governance. The implementation of the law is not effective. It is not certain that the guilty will be punished. State agencies have not fulfilled their responsibilities or are unable to do so. State administrators are not transparent and accountable. Irregularities happen in state policy changes, development works, and state-related purchases and sales.

Citizens find it difficult to get government services easily. It is difficult to find a person who does not have the experience of paying bribe even for legitimate work. There are unnecessary delays in government-related work. For its improvement, the government, political parties and state agencies need to improve their working style.

Similarly, the Financial Action Task Force (FATF), an international organization that oversees money laundering, has prepared to put Nepal on the negative list (grey list). According to government officials, it is almost certain that Nepal will be on the "grey-list" due to the lack of expected improvements in the implementation of laws related to prevention of money laundering, investigation and prosecution of financial crimes. The essence of the TI or FATF list is that we have a lot of verbal commitments on governance and reforms but no practical implementation. A law is made but it is not implemented according to its meaning. 

Now even the general positive practice of publishing the asset details of the prime minister and ministers has started to be blocked. The government that was formed last June has not shown any interest in releasing the property details even after 7 months have passed. If everything was going well, this issue would be considered normal. But there is criticism at the civil level that there is no harmony between the legitimate income and lifestyle of the political leadership. In this situation, when the prime minister and ministers hide their property details, there is more suspicion and criticism. If this trend continues, it is certain that Nepal will be included in many negative lists.

Internal perception and external studies seem to be weakening in Nepal's governance. The country as a whole and especially the citizens have to suffer many negative effects of this. This weakens the country's international reputation. Grants and loan assistance we receive will be affected. Fewer and fewer countries stand with us on the international stage for various issues. Bringing in foreign investment is a problem.

Citizens arriving abroad may have to undergo additional surveillance in the respective countries. Even within the country, due to poor governance, the people cannot get as much benefit as they should get from the state. Project selection is arbitrary. Corruption happens. No quality work. Delays in construction work. No action will be taken against the accessor involved in abuse of position. Nepotism thrives. A middleman's fortunes run. Distortions and inconsistencies are seen in many areas, making the citizens angry and angry. The legal institutions of the state and the responsible officials cannot perform according to the legal basis and their own discretion, but instead the middlemen who have gained influence in the political, administrative and judicial fields are influential. Reforms can begin if all of the mentioned earn legitimate income and remain honest about their responsibilities, do not abuse their positional power and access.

After this, other institutions of the state can play their role. The rule of law may become stronger. Increases confidence that those involved in corruption and irregularities will be prosecuted. Gradually, the impact of reforms in all areas will increase. But if you lead your life in an opaque manner but only sing about good governance from the platform, then reformation is not possible.
