The constitution is called 'Bill of the People'. It is understood from the preamble that 'We, the sovereign people of Nepal, issue this constitution'. In the preamble of the Constitution of America and India, it starts with 'V-The-People' and ends with 'Adopt'. The Preamble has been interpreted by the Supreme Court of India in the Raghunath Rao case of 1993 as "the key to open the mind of the Constitution makers".
