Prime Minister KP Sharma Oli announced in a press conference that the main purpose of the five ordinances announced by the government is to give citizens a sense of good governance.

In the past, the government has been criticized for the fact that the ordinances were made public based on political pressure rather than providing immediate relief to the citizens, but the contents of the five ordinances are not such as to have a negative impact on anyone. There is no reason to oppose the main objectives of the Ordinance to provide speedy government services to citizens, facilitate foreign capital and technology, promote economic activities and solve the problems of landless citizens.

Ironically, in Nepal, the only purpose after reaching the parliament is how to become a minister. And those who cannot become ministers, their attention is focused on taking two-four paise to the roads, roads, schools, health posts etc. in their constituencies. In this way, Parliament has not risen above the status of completely indifferent and weed-pulling in law-making. By saying this, it is not meant to say that the country should be run by ordinances and that is why the ordinances have been brought now. Ideally, in a parliamentary democracy, not a single ordinance should be introduced, all laws should be made by the parliament itself. However, when it comes to practical matters, the people will be relieved if the necessary issues are addressed by bringing an ordinance immediately, as there will be pressure on both the government and the parliament to enact a law through a replacement bill within two months, that provision has been kept in the constitution.

Our parliament is terribly ineffective. I listen to the debates in the parliament without missing a beat. Looking at the level of study, source of knowledge, method of presentation and choice of content of our legislators, most of them do not seem to be able to rise above the ward, municipality and district coordination committee. Some raise issues that have been in the media for public consumption. Apart from that, there is no evidence that the discussion was focused on the subject matter and that it established any significance. After the formation of municipalities and provinces, the development process is left to them and the federal parliament is not focused only on government and law making, this cycle continues.

Parliamentary Committees are the bodies that play a decisive role in the creation of laws in Parliament, where clauses and sub-clauses are carefully discussed and drafts of laws are made. However, these important committees or balances of opportunity have fallen into the hands of inappropriate individuals, or have fallen prey to leadership-level neglect. A representative incident can be taken as an example when the statistics of the attendance of members in the State Arrangements Committee was released a few days ago. Out of 52 meetings of the committee, one General Minister of Nepali Congress has attended 48 meetings while another has been absent from 40 meetings. If this is the situation of those who make targeted speeches in favor of good governance, effective state management, realization of change and transmission, what will be the condition of other members? It is not strange that 7 out of 27 members were present at the meeting of the International Relations and Tourism Committee of the House of Representatives and 7 more signed to reach the quorum. Such incidents show the attention of our legislators and raise serious questions about how structural reforms will be made. 

Prime Minister KP Sharma Oli is making every possible effort to give assurance of governance to the citizens. He holds meetings day in and day out, has made performance agreements with the ministers, has developed a mechanism to measure the indicators of ministry progress. Meetings of various commissions, councils, committees, mechanisms, etc., which have not been held for a long time, are also being organized regularly. However, due to the failure of the expected results, there has been pressure on the Prime Minister. This is the reason why he seems to have reached the conclusion of giving citizens a sense of good governance even though he is issuing an ordinance.

Normally, the first and second parties of the parliament do not form the government together. Nepali Congress and CPN-UML, which have developed as two major ideologies in Nepal since 2007 and are its two main representative characters, have raised questions from many angles. Despite facing many criticisms politically, one of the main tasks of this equation is to maintain political stability in the country and increase economic activities. Economic conditions can improve only when good governance can be guaranteed and the necessary amount of facilitation can be done. While there is an expectation of some work to be done for that, even though it is through an ordinance, it is being tried to address that expectation. 

It has been six months since the formation of the government. During this period, the economic condition of the country has definitely improved. Significant progress has been made in the capital market. Due to political stability, the investment environment has also improved. However, economic activities are not increasing accordingly. The news that Nepal Rastra Bank has withdrawn money from banks 40 times in six months is not pleasant. There is money in the bank, people are reluctant to take loans. Yesterday, when the interest rate was 14/15 percent, people are not interested even if the interest rate drops to single digits today, because of the competition to take loans. Why is all this happening? What is the reason why there is no excitement even after Congress-UML merger? In this matter, not only the current equation, but also the direction of future politics is on the way to be determined. If we get the impression that nothing could happen in the country despite the Congress-UML alliance, then we should understand that our options are narrowing. There is no shortage of lines to spread chaos, despair, hatred and exaggeration in the society. Those who are active from within the screen are going on day and night, those who are outside the screen are in the business of hate in the name of finding an alternative to the old party and leader of Hakaha. Answering these questions at such a time is the work itself.

Congress-UML equation is strong. The current government is strong, no matter how much the opposition mouths, tries to create instability by saying that the government will fall today. Because, if this government collapses, it is Sher Bahadur Deuba who will be the prime minister, the position that was available for him only last June. It has been six months since Deuba started cooperating with Oli, despite the fact that after Pushpa Kamal Dahal's government took over, he carried the post of Prime Minister to Budhanilkanth in order to prevent the new equation from succeeding. In the meantime, all the work has been done with the consent and participation of the two top leaders. And Prime Minister Oli has been assuring us by speaking publicly about the lifespan of his government three times in six months. At such a time, even if the equation is changed at the instigation of an external force, no person can continue to be the prime minister for the remaining three years. If the government is not run by a large and established party, there is no possibility that the frog's rule will continue for three years. At such a time, there is no question that Deuba, who has a strong sense of power, will do left and right. Instead, the challenge is that the government will be strong and the results will be weak, so Mission-084 will become expensive for both parties.

We need structural reforms. Prioritized and unplanned development has created chaos. There are 54 airports in the country, out of which only 22 are operational. The annual income of some airports is not even 1000 rupees. The practice of basing plans on access and influence has created chaos in development. Let's look at the Muglin-Pokhara road or Muglin-Butwal or Dhulikhel-Kathmandu, there is not a single passenger who doesn't curse the government and leaders while traveling on those roads. The style of the minister calling the secretary-co-secretary, changing the head of the plan, and giving instructions to finish the work quickly, may work but they do not contribute to the structural reform. Why are no projects completed on time? Is there a problem with the design of the plan, the contract or something else and the same nature of the problem keeps repeating itself? This is the main issue that has to be resolved by the leader of the ministry, which cannot be changed by other means than structural reforms. The minister's actions like monitoring, carrying around cameras, and giving instructions in front of the media do not mean anything except to save time and say I am there. 

Citizens have some strong expectations from a strong government. There have been many debates on development, governments of various forms and colors have been seen/suffered. Armed conflict, royal regression, peace process, transition period, delay in elections, non-formulation of the constitution, etc., it is quite reasonable to expect that the planned development that we have not done will take a solid shape in this easy time. Prime Minister Oli, who has been the prime minister three times, who created the national aspiration of a happy Nepali and raised hope among the people by working differently from others, should be remembered by the country forever when he has the support of the first party in the parliament. For that, citizens are in a hurry to see the hope raised by signing the Belt and Road Initiative (BRI) framework with the northern neighbor through the 10 projects involved in it landing on Nepali soil. 

There is a need for bold steps to uplift citizens from the inferior psychology of nothing and nothing can be done. Prime Minister Oli has repeatedly said, 'Today's developed countries have not developed by being rich, they have become rich by developing.' Nepal also has to be rich and developed. If this psychology can be addressed in both immediate and long-term terms, there is no need to go around refuting the cultivation of small rumors and illusions, water bubbles are proven. It should start with structural reforms. If you can contribute in that direction, the ordinances will be considered as a great help to the country.
