Even though the Chairman of the Public Accounts Committee of the House of Representatives, Hrishikesh Pokharel, has cleared his personal secretary Anil Kumar Pokharel of the charge of fraud, he is not free from questioning. Because, it is unforgivable to give protection to Anil while the leader Pokharel and the party already know about Anil's fraud.

On the other hand, Anil managed to fake having political access 'to the top' almost a decade ago. Not only the question of the private secretary, but also the reference of Pokharel influencing the investigation by misusing the state power in the co-operative fraud involving Mrs. Anjala is also connected here. The fraud that is being created around and the obstruction in the investigation weakens Pokharel's moral ground as the Chairman of the Audit Committee.

Anil Pokharel, who is also a member of the UML Morang district committee, has been accused of taking 38 lakh 80 thousand rupees from Boualal Chaudhary, the father of a student of Saptari, saying that he would pass the MBBS entrance exam. Anil had taken the money on the belief that he had access 'to the top'. But when Anil did not appear for MBBS, Anil repeatedly promised to return the money, instead, Baualal made him sign the document that he had taken a loan of 50 lakhs.

He filed a complaint demanding that the loan deed of 50 lakhs be canceled and his 38 lakhs 80 thousand be returned and legal action be taken, but he did not get any help from the police and the public prosecutor's office. After being ignored from all sides, he filed a petition in the Biratnagar High Court and sought a warrant in the name of the police and the lawyer's office to investigate the fraud against Anil. Accordingly, on December 11, the Biratnagar High Court issued a warrant to investigate Anil in the fraud case.

Chairman Pokharel has sent the letter of removal from responsibility to the Secretariat on Friday with the aim of getting assistance in the investigation of the allegations against Anil. In that regard, he has stated that he believes that whoever is involved in corrupt activities should be investigated fairly and the culprits should be severely punished. But since the higher order was confirmed on December 11th, Anil Pokharel was working as the personal secretary of Chairman Pokharel until Friday.

He was fired after 8 days, just as news of this began to spread. Therefore, there is no match between Speaker Pokharel's claims and his behavior. So this topic is not only for the last 8 days. The issue of Anil being accused of fraud was not new. Boualal had submitted a petition to the UML's district convention in Morang, drawing attention to Anil's fraud business, so it was in the institutional knowledge of the UML. But he was protected.

He also got a chance to be the personal secretary of the chairman of the Public Accounts Committee. Moral and political questions are also raised about Chairman Pokharel, who gave an opportunity to a controversial and accused person. The police's refusal to register a complaint was not because the charges were weak, but because of the pressure from Anil's side. If not Pokharel, who is the source of power to make the victim's efforts to find justice dull for years? Therefore, he should be held accountable for it.

Moreover, this is not a new topic that the Speaker Pokharel has been in controversy with. His wife Anjala Koirala is involved in cooperative fraud. But Rishikesh is also at its center. After opening the Uma-Gauri Agricultural Cooperative Society established in Morang by Rishikesh's wife Koirala and embezzling 11 crores, Pokharel and his wife Anjala were blacklisted.

Anjala left when the crisis started in the cooperative. Anjala has been absconding ever since an arrest warrant was issued by the district court for cooperative fraud. The directors of the organization claim that it was Rishikesh who introduced him to the cooperative. Rishikesh also pressured to extend the leave of fugitive Anjala, who is also a school teacher. His role in both these cases is not in line with the conduct required by the position he is holding. 

Anil himself is a UML Morang district committee member, Rishikesh who gives him responsibility and political patronage is also the chairman of the Public Accounts Committee on behalf of the party. He has led his wife, who is also a teacher, to the situation of misappropriation of funds by joining the cooperative. He is playing a role in keeping his wife on the run for whom an arrest warrant has been issued.
