Only if every public work done by the government is transparent, there cannot be corruption, irregularity and crime in the country. How strong a country's democracy can be judged only on the basis of the state of good governance.
Good governance, which is considered as a prerequisite for people's accountable governance, is the foundation of good governance only through the guarantee of transparency.
In Nepal's constitution, government plans and policies, various arrangements have been made for good governance, social justice and guarantee of human rights and economic-social transformation. However, the citizens have not had the opportunity to live comfortably with basic needs met. Problems such as illiteracy, poverty and unemployment are rampant.

Article 51 of the constitution mentions that under the state policy, public administration shall be made clean, competent, fair, transparent, corruption-free, responsive and participatory by ensuring equal and easy access of the people to the services provided by the state and guaranteeing good governance.
Article 27 provides that under the right to information, every citizen shall have the right to request and receive information on any matter of his or public concern. However, the right to information has not been effectively implemented as a prerequisite for good governance.
In the sixteenth plan, it is mentioned that the governance process and the development process will be conducted through good governance in a frugal manner. The preamble of the Good Governance (Management and Operation) Act 2064 contains the sentiment that governance should be conducted with a high emphasis on public participation, transparency, accountability and rule of law. In terms of guaranteeing good governance, this Act has emphasized aspects such as citizen's charter, public hearing, grievance management.
Despite these arrangements, citizens have not been able to experience good governance due to practical challenges and problems. Due to indifference in law enforcement, lack of institutional infrastructure, lack of political commitment and administrative will, excessive corruption, lack of transparency and accountability, efforts made for good governance have not been successful.
The Right to Information Act, 2064 prohibits the publication of information related to people's life, property, privacy, state sovereignty, integrity, national security, public peace and order, international relations, crime-investigation. Similarly, it is prohibited to make public matters that directly or adversely affect economic, commercial and monetary, protection of finance and intellectual property, commercial confidentiality, good relations between castes and communities.
Apart from these, the government must give adequate and correct information to the people about public concern and government activities. Employees at the right to information enforcement level are also focused on personal interests and interests. Because of this, this right has not been fully implemented and extended. Majority of people in rural areas are deprived of proper information.
