When will the image and potential of Nepalese immigrants be utilized?

Not only those who are abroad, but also the issue of capitalizing the skills and financial capabilities of those who have returned or creating such an environment has only been debated, no policy has been made. As a result, a cycle of foreign labor is being created to reach one country after another.

After modern states become institutionalized, migration is only about to be accounted for, especially because of migration, human civilization has been possible to develop. In primitive times, human beings migrated to survive, but now they migrate to develop their economic and cognitive abilities.

Therefore, migration should be seen not only as a compulsion, but from the point of view of opportunity as both the 'push' and 'pull' elements are always dominant in this context. Be it compulsion or opportunity, the presence of human values becomes imperative.

Therefore, the issues of basic facilities and rights of those who live in their homelands and migrate temporarily or permanently are now becoming an international issue. Well, how liberal or lenient it is depends on the character of the state and the nature of the leadership. That is why immigration has become a decisive political issue in America, Australia and Europe.

The issue of immigration is also decided based on the state's economic situation. A country like Nepal, which sends workers abroad for employment and students for study, has to depend on policies made by others rather than on its own. The data of the Foreign Employment Department shows that Nepalis have gone to 173 countries for employment, apart from India. According to the data of the

department, from January 1, 2014 to July 16, 2024, 6.698 thousand 80 Nepali workers have reached those countries. In which there are 5681 thousand 627 males and 416 thousand 453 females. Even without the legal process, the number of going abroad is increasing. According to the National Census 2078, 23.4 percent of family members are employed abroad.

The unemployed and their families have similar and unique issues. The state agencies should be updated, aware and serious about it. In this way, an internal assessment of the compulsion of such a large number of Nepalis to go abroad for labor is necessary, on the other hand, concern for the humanitarian facilities and rights of the workers who have gone abroad is inevitable.

In Nepal, because the economic, commercial and industrial environment has not grown as expected, there are problems such as not getting jobs and even if they get jobs, they do not have reliable and skill-based income. Therefore, going abroad for employment has become a natural process. In the same way, the aspiration of higher education has also taken Nepalese to different countries. Although the Gulf and Malaysia have been the main destinations, the presence of Nepalese is gradually increasing in the countries of America and Europe.

In the last decade and a half alone, the number of Nepalis in America has increased by 60 percent in a study conducted by the Center for All-round Development Studies (IIDS). From this, the established belief that Nepalis go to foreign countries for labor and the type of labor they do, is changing. They are associated with skilled occupations and higher incomes.

It contributes to the confidence of the workers and the economic development of the family. It should be facilitated by the state. Nepal should continue to play its role to protect the rights and dignity of Nepalis who have gone abroad. Diplomatic dealings with related countries, agreements and agreements, affiliation to alliances ensure that.

There is a trend in Nepal of seeing or understanding Nepalis who have gone abroad only as part of remittances. The news that remittances have set a record is expected to be happy. But now there is a need for broader thinking. It is necessary to develop a system to connect the manpower who have acquired skills and image by engaging in labor/skills, enterprise/business and study/research abroad with Nepal.

Nepal is missing out on benefiting from them. Not only those who are abroad, but also the issue of capitalizing the skills and financial capabilities of those who have returned or creating such an environment has only been debated, no policy has been made.

so that a cycle of foreign labor is being created to reach one country after another. No matter how many commitments are made in speeches for public consumption, this issue has not been reflected in the state's policy and priorities.

There has been a lot of campaigning to bring back Nepali Nepalis who are or are staying abroad. Especially to create study, employment, enterprise and business environment in the country. The next choice is the person. Disappointment increased when the speech of not working in land construction and returning youth from abroad was emphasized.

When creating opportunities in Nepal, most of the Nepalese who live here, who live abroad, can use their abilities and reputation to develop relations with the respective countries, and bring in skills, technology and investment from there. Because the nation-citizen relationship does not depend on hand-to-hand benefit transactions, institutional systems are needed to strengthen it.
