Abolition of provinces has become a revolutionary slogan for those who argue against federalism. Since the local government has shown some kind of presence, people are making the state a star if they oppose federalism.

Especially now federalism is opposed from three sides. First, there is the traditionalist edge. In which Mohanvikram Singh and Rajendra Lyngden are in the same place. Second, the provinces are advocating federalism. This faction does not actually want federalism but demands abolition of provinces as it supports federalism.

Third, there is a tendency to reject identity and understand federalism as a mere administrative division. In fact, these lines have developed because federalism has not been properly implemented. The Union stuck to provincial autonomy in personnel administration or the police.

The state could not fight the union. The province could not give what it should have felt in the society. The province could not even use the list of single rights of the constitution, let alone the list of common rights. In fact, federalism is only in name. What is surprising is that even the Madhesh and Maoist centers did not go for the strengthening of federalism. It was like not nurturing a child born of oneself. To break the story, how weak our federalism is, if the constitution does not recognize the chief district officer, the district administration is run. Neither the local government nor the provincial government can speak on this matter. The Union should be ashamed to run the High Command through CDO in the district which is not recognized by the constitution. The starting point of corruption of federalism starts from the same.

Province to remove regional colonialism

In a multicultural and multilingual country like Nepal, identity and self-respect have a great meaning. Yesterday Karnali or Pallo Kirat was prosperous. Karnali used to sell food to Tibet. The people of Karnali were more respected than the Tibetans. There was prosperity. Pallo Kirat used to sell food grains to India. Cattle was sold. Herbs were sold. was prosperous. It had its own language and culture. Today both these places are marginalised.

After the unification of Nepal, there is a strong opinion that the colonial thinking prevailed and we were marginalized. When I went to Jumla during one of my studies, an employee of the Ministry of Education (whose home is Jumla) was transferred to Mugu and said Gorkhali. Meaning, Mugu disliked Gorkhali rule.

Karnali and Pallo Kiratvasi understand colonially imposed rule. Federalism was supposed to change this negative thinking. It was hoped that he would ensure his participation in his governance. Now this practice of federalism could not throw away this thinking.

Federalism could not throw away the thinking that was brought up by the sewage of centralization. There was no irrigation of new knowledge in our federalism. One of the basic principles of federalism is polycentricity. Not one center, but many centers of power and thought. Now the state practices one of Shakti and multicentre. But not even this, the province should be made a big center. After the authority reaches the province, another process should be started to take the authority to the local government and community.

This entire process remains. It is also necessary to discard the thought that colonialism was imposed and all communities should spontaneously engage in nation building without any sense of inferiority, in the spirit of equality. The path of prosperity or socialism cannot be determined by making a large community a victim of inferiority complex. 

State for the multi-dimensionality of identity

Today there is a movement in the east in the name of identity. Movement is underrated. Political parties have not done as seen. But it is difficult to stay after the movement of identity. This is not just a movement in the name of the province. It is also connected with economic, political, social, cultural and environmental aspects. Diversities of economy were yesterday with autonomous states.

In a country like ours, there is ethnic imbalance within one province from the point of view of development. Let's look at Madhesh for example. Within Madhesh, there is a Madheshi Dalit community, which does not have enough to eat from its produce even for three months. More than 80 percent are landless.

The place where more than 90 percent of people live is not in their name. Madhesh province should give first priority to Madheshi Dalits for the balance of development. Although Dalits have skills and technology, they are marginalized all over Nepal. Within the Far West there are many types of Far West. A Dalit settlement of Doti or Baitadi is also far west. In federalism, only the provinces can do such an analysis. In this sense, empowered and transformed province is necessary. While discussing the approach of

development, Dr. Hark Gurung has said that if the overall development of the country is to be developed, priority should be given to marginalized and backward castes. In this sense, the province is necessary for the equitable development of all classes, regions, castes and genders. 

Provinces for local control

Now the world is in globalization. Participating in the process of globalization does not mean importing all ideas, beliefs and strategies. Even ideas based on centralization in federalism are not to be taken directly to the village. The local community had to think for itself. You have to analyze what is in your interest. If there is no state, the local government can't handle external and central agendas.

Local agendas fall into disrepute. The local government alone cannot fight the central government. States need to debate and discuss central agendas. Let him put the agenda that his province does not want. For example, the Prime Minister's Agriculture Modernization Project is sufficient to analyze now. This scheme, which started with huge investment and high priority, has not increased production. But it continues. This is the result of political turmoil.

In fact, the province should cancel this plan and implement the provincial agricultural development plan in collaboration with the local government. Now this plan is running due to the weakness of the province. Local and community work like agriculture should not be conducted from such a distance.

Federalism is a well-practiced country

In Switzerland, agricultural work is defined as local work and is conducted at the local level. Not only our agriculture, but water, forest and land based production and industrialization process cannot go from top to bottom. The process should start from the bottom. The province is also necessary for the work of fighting the power of the center with the central agendas and molding them into regional characteristics according to their interests. 

To abolish the center of knowledge, the province

Within the central state system, knowledge production is done by few people in few places. Knowledge production does not have an extended scope. The knowledge produced and processed by such a center does not match the rhythm of all castes and regions. Centralization of the production of knowledge is as harmful as the centralization of the state system. One hypothesis of federalism is that there are many centers of knowledge production.

Even the financial constraints of local government cannot invest much in knowledge production and not even its sector. Matters such as what kind of knowledge is needed in the province, what kind of organizations are needed, are matters of the province.

The province can do the work of knowledge creation by studying the regional characteristics, potential, and culture for development. The province is aware of the environmental aspect of its province. Therefore, the province is also necessary for the production and transmission of knowledge. Only knowledge based on ground reality draws the path of advancement and progress.
