Nepal has become a party to the 2006 Convention on the Rights of Persons with Disabilities. To comply with the commitments of the Convention, emphasis has been placed on policies, laws, laws, guidelines, plans and programs for the protection and promotion of the rights of persons with disabilities.

The national law also has a good provision for the protection and promotion of the rights of persons with disabilities. Ironically, from an implementation point of view, the identification and accessibility of remote individuals is nil. 

Convention has 8 principles and 50 articles. The general principle of Article 3 of the Convention emphasizes respect for natural dignity, freedom to choose for oneself, dignity, and non-discriminatory treatment. In addition, our national laws, constitution, Act 2074 on the rights of persons with disabilities, regulations 2077 etc. have been adopted by dozens of laws.

Ironically, there has not been a change in the attitude and behavior of the home, family, and society for people with disabilities. There are also cases in the society where people are forced to live like animals in cages for years, which also has to endure crimes against human rights.

The Civil Service Act 2064 has provided for 5 percent reservation to ensure employment arrangements. As a result, a blind woman from Chitwan was assigned to Khandadevi rural municipality in Ramechhap district after passing the Teacher Service Commission of Nimavi level. What can blind people teach when

appears? The political leadership and administrative leadership at the municipality level were returned without even appearing. After drawing the attention of the National Human Rights Commission, the victim managed to come forward despite long efforts. 

According to the concept of human rights, the state is responsible for the full enjoyment and promotion of all human rights and basic freedoms, including certain categories of persons with disabilities, without discrimination. But when will a person with a disability be able to live with respect in the society? Article 6 focuses on the rights of women with disabilities. The subject of participation of women with disabilities in the decision-making process is mentioned.

Incidents of sexual violence and abuse against women and girls, including gang rape, are becoming public. Some incidents are not public at all. Complaints are also made to the relevant agencies in the case of forced reconciliation based on fear and greed. Women with disabilities have to face sexual violence and abuse from their families and society.

National statistics show that women with intellectual, autism, psychosocial disabilities are more victims of rape and sexual abuse. Looking at the three levels of government, the political representation of women with disabilities remains zero. Women's participation in policy making, decisions, planning programs, and budget formulation is very low. 

Regarding children with disabilities, Article 7 of the Convention mentions the issue of ensuring the right to education. Education policies have not been able to address this.

Inclusive education is not enough for children with disabilities from rural areas, marginalized, tribal, minority and tribal communities. Cases of children with disabilities being abandoned and consequently becoming victims of exploitation and abuse are published every day. 

Accessible Guideline 2069 mentions easy access to structures, information and services provided by the state, but due to weak implementation, people with disabilities have to face difficulties. For example, even if you are able to get banking facilities, there is a situation where you cannot withdraw even if you have money in the bank due to the provision of witnesses. There are only about 42 interpreters in the country.

Because of this, the victim does not get justice and the perpetrator escapes, the very unpleasant truth of intellectually disabled parents complained in a program. Similarly, getting an identity card is equally valid. Identification, reach and representation of the

target group is yet to happen. Addressing diversity, equality of opportunity, accessibility, equality between men and women. Although the rights to respect the developmental abilities of children with disabilities and to protect the identity of children with disabilities exist in law, they have not been implemented in practice.

International Day of Persons with Disabilities is celebrated every year on December 3, but where are the results? There is a situation to be pondered by the concerned bodies. It is important to work on the issue of disability throughout the year just like celebrating a day. International commitments and national commitments must be fulfilled. All governments should emphasize on disability-friendly behavior and methods by removing the harmful practices of the society.
