After a seven-point agreement was reached between the government-formed negotiation team and Dr. Govinda KC, Dr. KC ended his hunger strike on Monday night.
According to the agreement reached on Monday, the government has pledged to operate the Martyr Dasharath Chand University of Health Sciences, Geta, Kailali at full capacity. The agreement states that the university will immediately initiate the process to operate a teaching hospital with at least 300 beds, and that the Ministry of Health and Population and the Ministry of Education, Science and Technology will provide necessary coordination and facilitation.
Similarly, as per the decision passed by the university assembly, it was agreed to immediately complete the recruitment of required faculty and staff, curriculum approval, and other academic preparations necessary to run MBBS and other academic programs, and to immediately arrange for all management including the procurement of necessary staff and equipment to operate the 300-bed teaching hospital.
The agreement also mentions that a proposal will be submitted to the Government of Nepal to include the Martyr Dasharath Chand University of Health Sciences Act, 2082 in the bill to amend certain Nepal Acts related to universities, and to advance the amendment process regarding the qualifications and appointments of university officials in the current session of the Federal Parliament.
Likewise, it was agreed that the Medical Education Commission will determine seat allocations in accordance with the National Medical Education Act, 2075, the National Medical Education Regulations, 2077, and the Integrated Procedure for Quality Assessment and Seat Allocation of Medical Education Providing Institutions, 2083. The agreement states that there will be no increase in seats at private teaching institutions, but there will be no obstacle to increasing the number of seats at public teaching institutions, and that the provisions regarding scholarships will remain unchanged.
It was also agreed that, in accordance with Section 47 of the National Medical Education Act, 2075, the Ministry of Education, Science and Technology will submit a proposal to the Government of Nepal to form a high-level task force to study the implementation of the provision to operate medical education institutions as non-profit and service-oriented institutions, and to submit a report with recommendations within six months.
It was agreed that, in order to end the situation where citizens of the Far West and other border areas have to depend on neighboring countries for health, education, transportation, and employment, the federal and provincial governments will coordinate and facilitate the expansion of necessary infrastructure and services.
Similarly, the agreement includes the provision to take strict action against those responsible for the heinous murders, arson, looting, and destruction that occurred on Bhadra 23 and 24, 2082, and to expedite impartial investigations into corruption and crimes committed by high-ranking politicians and officials from 2046 to the present.
The Ministry of Education, Science and Technology, with representation from the Ministry of Health and Population and the Medical Education Commission, will immediately form a task force to study the implementation status of past agreements and submit a report within three months, and an oversight committee will be formed under the coordination of the Secretary of the Office of the Prime Minister and Council of Ministers.
The agreement was signed by Dr. Govinda KC and, on behalf of the Government of Nepal, Secretary of the Ministry of Education, Science and Technology Chudamani Paudel, Secretary of the Ministry of Health and Population Dr. Bikash Devkota, and Joint Secretary of the Ministry of Education, Science and Technology Chandrakant Bhusal. Member of the House of Representatives Pukar Bam and the Prime Minister's Health Advisor Dr. Jagdish Prasad Agrawal were present as witnesses.
