The government has banned the recruitment of new employees on contract. Now, if a vacant position in any body needs to be filled on contract, employees working on the old contract will have to be hired.
The employees currently working on contract will be placed on 'bridge' and deployed as needed. It has been decided to keep the employees working on contract on contract basis until further notice.
The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration will keep the integrated details of the employees kept on bridge up to date. The Cabinet meeting held on Thursday approved the proposal regarding the management of employees working on contract. The proposal prepared by the Ministry of General Administration states that contract agreements will be made for contract employees. However, employees working on contract who have received gratuity or pension from any government service will be dismissed from 1st Shrawan without continuing their service. Employees who have retired from government service and are re-employed on contract have been dismissed.
Contract employees who have been placed in 'bridge' positions after renewing the contract agreement have been asked to work as per the requirement after the organization and management survey is approved. The Council of Ministers has approved a 7-point proposal for the management of contract employees. Point number 4 of it states, 'If a new person needs to be employed on a contract basis in a newly established body or in a vacant position in any body, instead of hiring a new person on a contract, the contract employees who are in 'bridge' positions in various bodies will be requested through the Ministry of Land, Management, Cooperatives, Federal Affairs and General Administration and hired on a contract basis.'
As per the decision of the Council of Ministers, the Ministry will have to study and recommend alternatives regarding the management of contract employees and the service facilities to be provided upon termination of contract service. To make necessary arrangements regarding contract employees, the Ministry will study the conditions of minimum service facilities to be included in the contract agreement to be made when employing employees on a contract in the coming days. Similarly, the ministry will have to study and recommend suitable alternatives within one month regarding the services and facilities to be provided to employees currently working on a contract basis if the contract cannot be terminated due to the inability to employ them in accordance with the approved positions.
